Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.


Tasks and Responsibilities:

This is a fixed-term position proposed for move to the Human Dimension Department as Programme Assistant, subject to UB2024 approval.

Under the guidance and supervision of the Chief of the Unit, the regular duties and responsibilities of the incumbent relate to project preparation and implementation, media affairs, media monitoring and reporting. More specifically, the incumbent will be responsible for: 

  1. Assisting in drafting project proposals, including the development of budgetary projections, proposing partners and/or participants, as well as co-coordinating, organizing and executing project activities;
  2. Coordinating and monitoring project implementation as assigned, by reviewing financial documents and progress reports, including the monitoring the work of implementing partners to ensure that contractual conditions are met, and narrative/financial reports submitted to the Mission; keeping record of all interactions and ensuring that the project manager is kept abreast of all important issues;
  3. Performing tasks related to procurement of goods and services, including development or oversight of specifications, submitting inputs to the internal procurement system and following up with relevant offices;
  4. Filing and archiving all reports, project proposals, public information products and correspondence;
  5. Assisting in drafting press releases, media advisories, news items, feature stories and input for the OSCE website and the Mission’s social media channels, including assisting in the organization and coverage of public events;
  6. Translating documents and official correspondence from English into local languages and vice versa; performing consecutive interpretation during meetings, interviews and conferences with external interlocutors;
  7. Attending meetings, workshops, seminars, conferences and other events related to media issues;
  8. Performing other duties as assigned.


Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education supplemented by formal training in journalism, media, public relations and/or project management;
  • Minimum four (4) years of working experience in media, public relations or related area, to include project management experience; 
  • Established knowledge and experience in translation; 
  • Established ability to draft news-related documents and other reader-friendly and well-formatted documents;
  • Computer literacy with practical experience in Microsoft packages and other computer systems (Oracle and IRMA);
  • Excellent verbal and written communication skills in English and in local languages;
  • Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,534.75. 

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment.
