JOB Description: 
The European Union Agency for Fundamental Rights (FRA) is organising a selection procedure in order to constitute a reserve list, from which to fill a vacant post for a Policy Analyst (FG IV) in the Institutional Cooperation and Networks Unit. The European Union Agency for Fundamental Rights (FRA) provides independent, evidence-based advice to policy-makers, to help ensure full respect for fundamental rights across the EU, for everyone. To this end, the Agency collects and analyses information and data on a range of fundamental rights issues, provides assistance and expertise to EU institutions and to EU Member States’ governments, raises rights awareness, communicates its findings and strengthens cooperation and ties between fundamental rights actors. The Institutional Cooperation & Networks Unit (INST) facilitates the Agency's cooperation with its partners and networks to support fundamental rights compliant law and policy making in the EU and its Member States. The Unit works with a wide range of partners and stakeholders at the international, EU, national and local levels – intergovernmental organisations, EU institutions, Member State governments, national bodies with a human rights and equality remit, as well as civil society. It is engaged in research, conducts policy and legal analysis, delivers legal opinions, policy advice, as well as capacity-building with a focus on the EU Charter of Fundamental Rights. The Unit is also responsible for relations with the Agency’s governance and oversight body, the Management Board, and manages engagement with the Scientific Committee. The successful candidate will be expected to carry out the following tasks:  ·           Analyse key developments in legislative and policy files in the EU to identify needs for structured expert inputs, with a view to assist the EU and its Member States in developing fundamental rights compliant legal and policy processes; ·           Provide regular updates and analysis of key policy developments at EU level of relevance to the Agency’s areas of work; ·           Draft policy briefings and inputs to inform law- and policy-makers in the EU, based on data and evidence generated by the Agency within its areas of work; ·           Facilitate and maintain relations with EU institutions, bodies, offices and agencies, as well as with relevant organisations at Member State and international level; ·           Advise the Head of Unit and other Agency staff on how to maintain and improve relations between the Agency and its stakeholders; ·           Prepare briefing documents for the Director’s external meetings with interlocutors in EU institutions, bodies, offices and agencies, national authorities, and other organisations; ·           Present the Agency’s work at internal and external meetings; ·           Advise on the policy focus of events and conferences organised by the Agency. Duties applicable to all staff: ·           Actively work towards the achievement of the goals of the FRA in accordance with the Strategic Plan; ·           Perform any other work-related duties and responsibilities that may be assigned by the manager.
