DIRECTORATE FOR COMMUNICATIONS

Under the guidance of the Secretary-General, the core mission of the redesigned Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, cutting-edge, evidence-based communications carried out in conjunction with policy directorates. The Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.

CENTRAL MANAGEMENT UNIT

The Central Management Unit’s mission is to ensure coherence, flexibility, and efficiency in the management of human and financial resources of the Directorate. In close co-ordination with the Director’s office, it will contribute to the preparation of the Directorate’s Programme of Work and Budget (PWB), as well as the preparation of corporate financial and HR reports with the relevant committees. On behalf of the Director, the CMU will be responsible for the control functions related to the execution of the budget, as well as the monitoring and reporting of expenditures in accordance with OECD rules and procedures. It will also oversee, advise and facilitate all HR planning, recruitment, contracting, separation, talent management and professional development, and performance management exercises in line with the Organisation’s policies.

COM is seeking a Budget and Human Resources Coordinator & CI to contribute to and support the resource management function in the Central Management Unit (CMU) of the Directorate. The role of the CMU is to provide strategic guidance and advice on human resources management and financial resource management in accordance with corporate human resources and financial rules, regulations and policy guidelines.

Job Description

The selected candidate will work under the supervision of the Head of Central Management Unit and will liaise with the Organisation’s corporate services. S/he will play a constructive role in the transformation of the OECD communications function, contributing to an agile, collaborative and supportive culture marked by positive interaction and accountability among colleagues.

Financial Management

  • Provide guidance on financial rules and regulations.
  • Contribute to the preparation of cost estimates, financial analyses, resources forecasts, budget reports and official documents in relation to corporate exercises, including the Programme of Work and Budget (PWB), reports to committees and budget projections.
  • Monitor and report on expenditures against financial resources of the Directorate.
  • Control transactions for expenditures, checking the validity of the supporting documentation and compliance with OECD’s financial policies and practices.
  • Review accounts to ensure that expenditures and financial commitments accurately reflect the state-of-play. Identify anomalies and process any required corrective re-postings.
  • Create internal invoices through the Internal Billing Automated Module. Verify that the amount of internal billing is well credited in SAP.
  • Provide guidance on the preparation of intellectual service contracts. Ensure that OECD financial procedures for procurement are adhered to for contracts with external suppliers and liaise with CPG as necessary.

Human Resources

  • Actively support the recruitment process and provide the hiring teams with guidance on processes and best practices, while closely liaising with Human Resources Management (HRM), including facilitating job publication, assisting with candidate screening, panel interview logistics and candidate management.
  • Facilitate, co-ordinate and support annual performance review activities in the Directorate, including providing managers and staff with guidance on policies, processes and performance management tools, reporting, and support the Directorate’s performance review meetings in close collaboration with HRM.
  • Co-ordinate and monitor career-related actions including contracts, staff mobility, career development, teleworking, absences, and probationary periods.
  • Participate in the development, review and implementation of human resources reforms and initiatives as necessary.
  • Maintain up-to-date staff files.

Others

  • Act as the Correspondant Informatique (CI) for the Directorate, co-ordinate and monitor IT related purchases.
  • Ensure the smooth implementation and operation of corporate tools, liaising with support services as required.
  • Support space management and time keeping activities for the Directorate as needed.
  • Participate, as needed, in finance community and/or human resources working groups that provide input to the design and enhancements of new software and applications.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree, preferably in public administration, human resources management, finance, accounting or a closely related field.

Professional Background

  • Proven experience in human resources management and/or a finance management, preferably in an international context.
  • Proven experience in the interpretation and application of human resources and/or financial management procedures and policies.
  • Experience in the analysis of quantitative and qualitative data and information.
  • Knowledge of the structure, processes and regulations of an international organisation would be an advantage.
  • Proven ability to cope with conflicting requests and strict deadlines, to communicate strategically and work effectively in a multicultural environment.

Tools

  • Very good level of experience in using resource management applications such as SAP, OBMR, GM, eVC, Business Objects (BO), Taleo, or the ability to very quickly master the use of such applications.
  • Excellent command of Microsoft Office software and demonstrated aptitude with Excel, are a requirement.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Additional Information

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

  • For retained candidates, written tests/video-recorded interviews are foreseen in January 2024, and panel interviews are planned for February 2024.
