Directorate for Communications (COM)

Under the guidance of the Secretary-General, the core mission of the Directorate for Communications (COM) is to maximise the impact of the OECD through cutting-edge, evidence-based communications carried out in conjunction with policy directorates. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate level media, social media, stakeholder, and parliamentary engagement; the organisation’s online presence, while performing an important role in risk management in the public sphere.

Job Description

Communications Impact, Standards & Capacity Building Division (COM/CISC)

Within the Directorate for Communications (COM), the Communications Impact, Standards & Capacity Building division is responsible to facilitate a collaborative community of excellence among communication staff at the OECD by promoting effective and consistent communications practices and developing a learning culture. Our philosophy is for Impact to be at the centre of decision-making in COM. We do this by ensuring our insights come not only from post-campaign assessments, but we work proactively to feed our intelligence into strategic planning. Our work seeks to provide analytical clarity and inspiration to communication professionals on how to maximse the effectiveness of their work.

COM is looking for a Communications Impact Analyst to work in the Communications Impact, Standards & Capacity Building division under the dual supervision of the Head of the Communications Impact unit and Head of Division. The selected candidate will provide strategic analysis to support the delivery of the communication strategy, monitoring of the implementation of the annual communications plan and of the reputation of the OECD.

Main Responsibilities

•    Perform analysis of the OECD’s communication efforts and visibility, benchmarking against prior performance and peer organisations, analysing performance of owned and earned media mentions 
•    Support strategic planning and evaluation of the OECD’s reputation on corporate priorities: track & analyse conversations, support the priority desks in the definition of KPIs, provide assessments and lessons learned in collaboration with the priority desk (context, messages going in/out, key learnings…) on a quarterly basis to the cross-directorate Communications Steering Group
•    Ensure continued monitoring and evaluation of the OECD's reputation, alerting relevant stakeholders on the potential of any reputational risks or of mis and dis information 
•    Provide input and analysis for key reports and council documents with updates on key KPIs (such as share of voice, key messages uptake)
•    Stay abreast of owned and earned media monitoring best practices, carrying out research and benchmaring to inspire others to innovate. Coach directorates to help them adopt an evidence-based culture

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced University degree or equivalent in data analytics, business, communications, journalism, marketing, market research or other related discipline.

Professional Background

  • A minimum of five years’ experience analysing communications (social media performance, online media conversations and/or web analytics, audience research) within communications agencies, consulting companies, international organisations, or governments.
  • Solid analytical skills, with an ability to think strategically and synthesize information from varied sources into concise recommendations.
  • Experience in crafting, presenting, and disseminating complex ideas, recommendations, from a variety of data sources turning them into actionable  insights, compelling narratives to leadership and senior decision makers
  • A good understanding or interest of the OECD's work (economy, tax, education, environment).
  • Experience in an international environment and ability to work cross-functionally with multiple stakeholders.

Tools

  • Proficiency in social media monitoring tools, such as Quintly, Talkwalker, Brandwatch, Linkfluence
  • Proficiency in web analytics tools such as Google Analytics, Adobe Analytics, Looker Studio
  • Proficiency of latest media monitoring tools, such as Factiva, Cision, Kantar, Lexis Nexis, Meltwalter

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

Salary Information 

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in January 2024 and panel interviews are planned for February 2024.
