Overview

Jhpiego is seeking a Senior Technical Advisor to provide senior-level technical leadership in a new USAID funded project focusing on strengthening services related to mental health care and psychosocial support. The ideal candidate will bring a strong understanding of the mental health/psychosocial support technical and operational landscape, a strong understanding of Cambodia’s public health system, and strong clinical and technical skills to ensure effective support to project stakeholders.

Responsibilities

Technical Leadership and Support:

  • Responsible for cultivating and maintaining strategic and strong relationships between Jhpiego and its counterparts, partners, government ministries and relevant stakeholders to ensure smooth implementation of projects activities
  • Engage with key stakeholders from different levels of the health system for effective and efficient delivery of activities.
  • Provide technical leadership to ensure quality, up-to-date mental health/psychosocial support programming
  • Lead the process of developing the multiple training curricula and learning resource packages that the project has committed to in the work plan; while this will be in partnership with government counterparts and other project partners, this position will be expected to play a leadership role to ensure that curricula / learning resource packages are completed, high quality, and appropriate for the target group of government staff and volunteers to be trained.
  • Lead / co-facilitate capacity building and other technical support activities; provide supportive supervision to participants afterwards, as appropriate
  • Ensure that project activities are targeting the right beneficiaries, at the right levels of the health system, to ensure program success
  • Provide technical leadership to ensure quality and accuracy of communication/awareness raising approaches and materials
  • Oversee the strategic planning of activities in support of the project’s goals and objectives, including the determination of priorities and appropriate technical initiatives
  • Ensure compliance with Jhpiego and USAID policies and regulations
  • In collaboration with the team, assesses project effectiveness and recommends new initiatives
  • Available to advise on and contribute to new business opportunities

Planning, Monitoring, Documenting and Adapting:

  • Provide high-level input to the development of work plans, quarterly and annual reports, and other program-related documents
  • Provide high level input to documentation of lessons learned/best practices and adaptation of program activities based on learnings; help identify successes, challenges, and lessons learned for During Action Reviews and After-Action Reviews
  • Coordinate with MEL staff to ensure effective monitoring and evaluation of the project, and to ensure that program data is being used for program decision‐making and that targets and expected achievements are met
  • Support development of compelling, accurate content for program communication efforts

Implementation:

  • Provide technical and programmatic leadership for implementation of individual activities and the program as a whole
  • Coordinate with key government and non-government stakeholders to ensure effective and efficient delivery of activities at the national, provincial, operational district, and facility levels
  • Ensure sensitivity to political economic contexts in the design and implementation of activities

Partnerships:

  • Lead management of technical partnerships; participate in key meetings with stakeholders, and support follow up efforts
  • Coordinate and/or represent the project team in professional circles through meetings and conferences

Required Qualifications

  • A clinical degree (medicine, nursing or other related degree) plus a Master’s Degree in health or a related filed
  • A minimum of 7 years’ experiences working on public health programs at national and provincial levels, with a strong understanding of the government health system as well as USAID rules and regulations.
  • Demonstrated experience providing senior-level technical and programmatic support in donor-funded projects
  • Demonstrated strong understanding of political contexts and experience in collaboration with both government and non-government stakeholders
  • Preference will be given to candidates with education and/or strong implementation experience related to mental health and psychosocial support
  • Strong experience in curriculum development and training in Cambodia’s health sector
  • Excellent communication and interpersonal skills, enabling effective collaboration with diverse stakeholders
  • Strong understanding of the Cambodian health system and the roles of public and private/non-government actors
  • Ability to understand and ensure adherence to applicable laws, policies, and regulations
  • Ability to work in a complex environment; able to perform multiple tasks with short notice
  • Ability to develop productive working relationships with a wide range of key stakeholders
  • Excellent verbal and written communication and presentation skills in both Khmer and English
  • Strong computer literacy
  • Ability to travel frequently
