Overview
The Senior Technical Advisor for the Urban Health activity will be responsible for leading and designing strategies for effective implementation of systems strengthening interventions for an upcoming USAID-funded Urban Health Activity in Bangladesh. The project aims to strengthen urban health systems, to improve equitable health outcomes among all urbanites by working with municipalities and city corporations on strengthening urban health systems to provide quality, equitable public health, optimize available resources and become more resilient.
The Senior Technical Advisor will lead and design systems strengthening interventions to impact maternal, newborn, and child health; family planning; nutrition; global health security, and tuberculosis (policies, strategies, guidelines, and standards) in collaboration and coordination among key stakeholders including the Ministry of Health and Family Welfare (MoHFW), Ministry of Local Government, Rural Development and Cooperatives (MOLGRDC), municipalities, city corporations, civil society, private sector, and other donors. The Technical Advisor will be responsible for developing technical content, strengthening systems that deliver quality health services, improving monitoring, supervision, and reporting efficiencies.

Responsibilities
- Provide leadership on the design and implementation of activities to reach the project goal.
- Ensure a robust working knowledge of the local epidemiological context, to quickly analyze epidemiological trends, identify the gaps, and develop responsive action plans.
- Work effectively and collaboratively with local and national government counterparts, and engage in local level planning.
- Provide the necessary guidance and support for capacity building efforts for local and national government counterparts,
- Ensure all activities are evidence-based, adapted to local context, and reflect state-of-the-art knowledge and best practices.
- Work with the COP and Deputy COP on annual work planning and provide strategic inputs
- Ensure project activities are aligned with the project goal and objectives and national policies and frameworks;
- Work closely with the MERL Director and M&E team to analyze data, adjust implementation and put in place course corrections.
- Use data to contribute towards strategic decision-making and project planning with project leadership
- Supervise a team of technical professionals, ensuring high-quality implementation of all project activities
- Support capacity building of staff personnel as required.
- Represent the project in public and professional circles through meetings, conferences, and presentations and act as an active member of relevant technical groups.
- Work with project and financial staff to prepare and track progress of project and activity budgets
Required Qualifications
- Bachelor’s in Medicine,
- Master’s or higher degree in public health.
- Experience working in maternal, newborn, and child health; nutrition programs; epidemiology; and program development, preferably in Bangladesh.
- At least 10 years of relevant experience with USAID or other USG or donor-funded health programs.
- Demonstrated technical expertise in leading a diverse team in similar programs in the region.
- Professional experience interacting with host country governments and counterparts; international donor organizations; civil society; and the private sector.
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sectors
- Working knowledge of the Bangladesh health systems
- Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Demonstrated strategic thinking, organizational, team-building, and representational skills
- Excellent skills in facilitation, team building, and coordination
- Excellent verbal, written interpersonal and presentation skills
- Proficiency in Microsoft Office365 operations
- Ability to travel nationally as needed.
