Result of Service
The CCAC National Project Coordinator for Senegal will be responsible for providing support to the CCAC Focal Point at the Ministry of the Environment and Sustainable Development to support Senegal’s SLCP agenda and to ensure that the CCAC supported projects are completed within timeline and in line with Senegal’s needs and priorities. All deliverables are to be validated by the CCAC Focal Point at the Ministry of the Environment and Sustainable Development.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Senegal joined the Climate & Clean Air Coalition (CCAC) in 2022, reaffirming their commitment to reduce air pollution, strengthen clean air polices, and improve the health and wellbeing of its people. Senegal also seeks to address short-lived climate pollutant (SLCP) emissions from fossil fuels and cooling technologies. Prior to becoming a CCAC partner, Senegal's capital city, Dakar, was an actor in the CCAC's Municipal Solid Waste initiative. Senegal joined over 110 countries in signing the Global Methane Pledge at COP26, committing to a collective effort to reduce global methane emissions from energy, agriculture, and waste. Under the Kigali Amendment, Senegal is exploring ways to reducing short-lived climate pollutant emissions from the waste sector as well as prevent environmental dumping of old technologies in Africa. In its Nationally Determined Contribution (NDC) published in 2020, Senegal set an unconditional target of 7 per cent greenhouse gas emissions reduction, with the potential to increase this target to 29.5 per cent by 2030 with support from the international community. In 2023 the Ministry of the Environment and Sustainable Development requested CCAC to develop a a National SLCP Plan and a National Methane Roadmap for Senegal to build capacity across relevant ministries to assess and reduce short-lived climate pollutant (SLCP) emissions. This project will develop a National SLCP Plan and a National Methane Roadmap that will inform Senegal’s 2025 Nationally Determined Contribution (NDC) update and will contribute to achieving its commitment under the Global Methane Pledge. This will be accompanied by workshops and trainings on mitigation SLCPs across relevant sectors. The CCAC is therefore seeking a National Project Coordinator to strengthen the capacity of the Ministry of the Environment and Sustainable Development of Senegal for national SLCP mitigation planning, policies and implementation and more specifically the delivery of a National Short-lived Climate Pollutant (SLCP) Plan and a National Methane Roadmap. The CCAC National Project Coordinator will sit at the Ministry of the Environment and Sustainable Development. S/he will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry to coordinate the implementation of CCAC projects in Senegal and will liaise with implementing partners to enhance awareness on SLCPs. The CCAC supported projects include (the list can be extended): • SN-23-001 - Senegal – Develop a National SLCP Plan and National Methane Roadmap The CCAC National Project Coordinator under the coordination of the CCAC Focal Point will support: • The implementation of SLCP mitigation projects in Senegal within timeline and in line with Senegal’s needs and priorities. • National awareness raising efforts on SLCPs. • Inter-institutional coordination on SLCP mitigation efforts. • Identification and engagement of SLCP support mechanisms. • Engagement of Senegal in the CCAC.
Qualifications/special skills
• Master’s degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field. • At least 10 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration. • Demonstrated ability to provide technical assistance to governments and other stakeholders is required. • Ability to work effectively with multiple stakeholder groups including national governments is required. • Excellent communication skills (written and oral presentations) are required. • Knowledge of the national policies in climate change mitigation and air pollution is required. • A good understanding of short-lived climate pollutants, climate change and air pollution issues in Senegal is desirable. • Ability to work with advanced formulas in Excel spreadsheet is desirable.
Languages
• Fluency in English and French (written and spoken) is required.
