OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover fromoutbreaks and emergencies.

DESCRIPTION OF DUTIES

1- Be responsible for the implementation of appropriate preparedness,emergency outbreak interventions and activities in the designated area. 2- Assess public health risks andvulnerabilities in identified priority districts.3- Collaborate inthe formulation of strategies and work plans for Health sector and WHO'semergency response operations. 4- Design datacollection methodologies and research related to programme interventions. 5- Explore and maintain partnershipswith NGOs in identified response areas to strengthen response and health caredelivery, and develop a related annual response plan.6- Ensure compliance between projectmonitoring arrangements with project agreement. 7- Establish and streamline regularreporting and monitoring mechanism with implementing partners as well as HealthCluster structures at subnational, national and regional levels.8- Manage awareness campaigns,communication, and training initiatives as well as other health promotionactivities.9- Mentor health partners on datacollection, analysis, case definition, verification, outbreak investigation,notification, reporting and documentation. 10- Identify the training needs forrespective target audiences and recommend comprehensive plans for capacitybuilding. 11- Strengthen thecapacities of surveillance teams for the effective and sustained surveillancethrough training courses on field investigation, detection, data management,and rapid response to epidemics and health outbreaks. 12- Develop donorreporting tools and facilitate funding management by using surveillanceinformation for better communication and advocacy for programme implementationand fund raising. 13- Develop new financialfollow-up tools related to implementation of WHO supported activities. 14- Identifyneeds, resources and gaps, and coordinate with a broad range of UN Agencies,international, governmental and non-governmental organizations/institutions formobilization of resources.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine or Public Health.
Desirable: Master's degree in Public Health.

Experience

Essential: At least 5 years of experience in public health and health sector coordination. Experience in capacity building.
Desirable: Working experience in UN Organizations or NGOs is considered an asset. Projectmanagement/Results-based Management (RBM) is an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at DJF 7,483,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
