Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.


The FAO Representation in Bangladesh is organized around three main units\: Programme, Operations and Administration and has a sub- office in Cox Bazar. The current portfolio of projects includes activities related to Agriculture, Livestock, Fisheries, Natural Resource Management.

Reporting Lines

Under the overall managerial administrative leadership of the FAO Representative in Bangladesh and will be under the direct supervision of the AFAOR- Program

Technical Focus

The incumbent will contribute to the country's programme and portfolio as foreseen in the country programme framework and specifically in project implementation.

Tasks and responsibilities

• Get familiar with the International Code of Conduct for pesticide management and the Guidelines on Pesticide legislation;
• Collect and review all national legal documents related to pesticides in all stages of their life cycle, from production and importantion to disposal. Pay attention to legislation on waste management and producers’ responsibility
• Based on the models provided by the Legal Office, prepare a report of national legislation that identifies gaps and weaknesses and provide recommendations for legal reform
• In close collaboration with the STA and other technical staff of the project, support to prepare policy briefs highlighting the necessary legislative recommendations.
• Prepare Memorandum of Understandings (MoUs), protocols, and agreements as needed to facilitate the implementation of pesticide legislation;
• If needed, prepare revised pesticide legislation, paying attention to all stages of the pesticide life cycle;

Minimum Requirements

• Advanced degree in law or environmental law
• Minimum of 10 years’ experience as legal expert, legal experience on chemical, pesticide, or environment related issues will be given preference.
• Good knowledge of pesticides legislation, food contamination and international conventions;
• Working knowledge of English
• National of Bangladesh or resident of the country with valid work permit

Technical/Functional Skills

• Strong analytical skills\: ability to summarize and present complex information in effective manner.
• Skills in networking, negotiation, persuasion and advocacy for mainstreaming new concepts and approaches.
• Experience in national/international agencies in leading project implementation in agriculture and rural development is an asset;
• Knowledge of theory and practice of agri-food system transformation in Bangladesh and the region is preferred.
• Ability to work under pressure in an independent manner within an inter-disciplinary team of personnel with different educational backgrounds and cultural orientations; and demonstrated skills in managing and working with people at all levels;
• Excellent communication skills including, extent and relevance of experience in programme/project formulation, analysis, planning and implementation.
• Relevant work experience in Bangladesh and Asia is an asset.
• Relevance and extent of knowledge and experience in working with UN Coordination, Civil Society Organization, private sector national governmental, multi-cultural and multi-disciplinary teams.
