Overview & Responsibilities

Under the supervision of the Country Manager, the Capacity Development Specialist-Maternity Cover will provide technical support to training and other capacity development activities, designing and implementing effective and sustainable capacity development initiatives. The incumbent will be responsible for ensuring adequate tools and processes to enhance individual and organizational capacity development of justice sector professionals. They will give support specifically related to quality assurance and sustainability of the capacity development programs.   

Working in close collaboration with both the field Program Coordinators in Manila, the Capacity Development Unit in the Headquarters of Rome and dedicated staff from partner institutions (the Department of Justice, the Office of the Ombudsman, the Anti-Money Laundering Council and the Philippines Judicial Academy), the Capacity Development Specialist-Maternity Cover will be responsible for the following:

Provide guidance, resources and support for the design and implementation of CD activities, in accordance with Project design and workplan:

  • Develop CD related tools and guidelines, i.e. training curriculum, training modules, training manuals, among others;
  • Deliver presentations on CD activities and trainings, including Training of Trainers (TOT);
  • Assist in the delivery of specialized legal training, collaborating in the identification and guidance to technical experts and trainers, when involved;
  • Facilitate feedback and experience sharing on implemented CD activities, working closely with the field Program Coordinators and the Monitoring and Evaluation Officer;
  • Assist in the implementation of post-training support to participants of specialized legal training;
  • Contribute to review proposals/concept notes and provide input to include effective CD approaches.

Contribute to Training Quality Assurance:

  • Develop and regularly update tools to support training quality assurance and consistency, ensuring that learning outcomes of trainings are documented in course assessments as per IDLO’s Training Information Management System (TIMS) and are linked to the overall M&E strategy;
  • Brief IDLO employees and external experts on IDLO’s training methodology and provide them with the related available tools;
  • Monitor Programs employees and external experts’ compliance with the TOT mandatory requirement;
  • Provide guidance and support on the development of specific training format;
  • Develop and update a database of trainers well acquainted with IDLO’s specific training methodology;
  • Support the monitoring of the training evaluation process and the production of statistical reports.

Support systems and processes to enhance targeted institutions’ capacities to offer Continuing Professional Development (CPD) opportunities for target personnel

  • Contribute to review proposals and strategic planning documents of partner institutions units in charge of capacity development initiatives;
  • Assist in the design and implementation of e-learning activities including administration of Learning Management Systems (LMS) and use of content-authoring tools.

Job Requirements

Education and Professional Experience

  • Graduate Degree in Behavioral Sciences or other relevant fields.
  • Minimum of 5 years of relevant professional experience, ideally with an international organization, of which at least 3 in capacity development.
  • Experience in designing, developing, and delivering capacity development programs.
  • Professional experience in rule of law programming would be a considerable asset.

Languages

  • Outstanding written and verbal skills in English.

Terms & Conditions

IDLO shall offer the selected candidate a single engagement agreement for 6 months. This vacancy is open to local nationals or permanent residents of the duty station.
