Organizational Setting

FAO office in Sao Tome e Principe supports the country in promoting sustainable forest management and ensuring that the country benefits from social and economic dimensions of forestry and natural resources to lift from poverty and food insecurity. The FAO country office receives immediate technical support from FAO subregional office for Central Africa and from other FAO technical units of RAF and HQ.
In the implementation of the activities of the PPG on Ecosystem restoration for enhanced biodiversity, productive landscape and sustainable livelihoods in Sao Tome e Principe a national consultant biodiversity and environmental management specialist will be recruited.


Reporting Lines

The National biodiversity and environmental management specialist will work under the general supervision of the FAO representative in STP and the direct technical supervision of the Forestry Officer for Central Africa, LTO of the project.


Technical Focus

Forestry, Biodiversity, Ecosystem restoration, environmental sciences, natural resource management and related field.


Tasks and responsibilities

The National biodiversity and environmental management specialist will perform the following tasks\:
• Gather and analyse available data and information on biodiversity and environmental management on the project areas;
• Describe constraints and threats to biodiversity conservation and advise on practical approach and activities to undertake in order to tackle these constraints;
• Collect and review relevant information and data on biodiversity and the values of ecosystem restoration and biodiversity improvement and advise on ways and activities to improve biodiversity richness in the project areas;
• Establish a clear understanding of the institutional requirements, roles and responsibilities for adopting and implementing the ESMF/ESMP;
• Propose realistic and effective arrangements to develop operational capacity to manage environmental and social due diligence processes and activities of the project;
• responsible for implementing the ESMF/ESMP;
• Define the requirements for technical assistance of institutions involved in the project implementation to manage, supervise, observe or support the implementation of the ESMF/ ESMP;
• Support the drafting of the Project Document with inputs on aspects related to climate risks with regards to biodiversity conservation in the project areas;
• Perform in-depth climate risk assessment and provide guidance on relevant activities to undertake in order to mitigate the climate risks identified;
• Identify any negative implications/risks of the project to the communities and advise on mitigation solutions.
• Perform other related duties, as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum requirements

• University degree in Forestry, Biodiversity, Ecosystem restoration, environmental sciences, natural resource management with working experience in this area.
• Minimum of 5 year of relevant professional experience in Forestry, Biodiversity, Ecosystem restoration, environmental sciences or natural resource management
• Knowledge of (level C) of English or French and limited knowledge (level B) of another FAO language (French, Spanish, Arabic, Chinese, or Russian).
• National of Sao Tome e Principe or resident in the country with a valid work permit.

Technical/Functional Skills

• Experience in collecting and analyzing data on biodiversity and environment and in organizing technical workshops and stakeholder consultations.

• Knowledge of Portuguese is an asset
• Work experience in Forestry, Biodiversity, Ecosystem restoration, environmental sciences or natural resource management
• Practical experience in organizing technical workshops and stakeholder consultations.
