Purpose of the Consultancy

This consultancy will support the Government to achieve public health goals towards prevention and control of communicable diseases as a public health threat through support strengthening surveillance systems for environmental health risks and hazards and priority diseases such as TB, chronic viral hepatitis, integrated management of patients with MDR-TB, other conditions (including hepatitis etc) and health risks associated with TB.

Background

Mongolia faces a range of stubborn health challenges, including high burden of TB, liver cancer caused by chronic hepatitis, and a rising burden of other communicable diseases.

Growing urbanization brings new challenges, such as air pollution and addiction to alcohol and tobacco for communities. Strengthening the integrated, people-centred delivery of priority public health programmes including TB, hepatitis focusing on prevention and control of communicable diseases, and ensuring quality surveillance and implement an integrated whole of system approach to health system strengthening at country level is crucial.

Environmental health including the surveillance soil contamination (poliovirus) plays increasingly important role community’s sustainable urbanization. It has become a critical pathway to achieving the United Nation’s Sustainable Development Goals (SDGs) where establishing urban-rural linkages.

The engagement of a short-term consultant is crucial to address this pressing public health challenges faced by Mongolia, particularly in the context of addressing these challenges faced in environmental health risks, TB, chronic liver diseases. Therefore, WHO CO in Mongolia is planning to hire short term consultant to provide support with below outputs and deliverables.

Deliverables

Method(s) to carry out the activities with following detailed deliverables:

· Provide support on strengthening surveillance systems for communicable diseases including chronic hepatitis B, C and D, and strategic information national, sub-national level including primary health care (PHC).

· Support other related tasks such as GF, CCM, risk, hazards

Output 1: Provide support on strengthening surveillance systems for environmental health risks and hazards and TB

Deliverable 1.1. Conduct in-depth analysis on attributable risk factors on TB and low case detection
Deliverable 1.2. Conduct comprehensive analysis on TB cascade of care at national and subnational level.
Deliverable 1.3. Conduct the analysis on patient support for TB patients
Deliverable 1.4 Conduct analysis on effectiveness of new drugs and for ensuring the active pharmacovigilance

Output 2: Provide support on strengthening surveillance systems for communicable diseases including chronic hepatitis B, C and D, and strategic information national, sub-national level including primary health care (PHC).

Deliverable 2.1. Conduct the refresher training on surveillance of viral hepatitis and sentinel surveillance of sequalae of viral hepatitis.
Deliverable 2.2. Support the Ministry of Health and NCCD in compiling and submitting accurate Global AIDS Monitoring (GAM) reports, as well as Hepatitis and TB reports.

Deliverable 2.3. Assist the Government in effectively implementing donor-funded projects, including those supported by the Global Fund.
Deliverable 2.4. Collaborate and actively participate in meetings of the Country Coordinating Mechanism (CCM) associated with the Global Fund.
Deliverable 2.5 Support for oral and written translation in the meetings, events, workshop, if required

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Master's level university degree in medicine or other health sciences.
Desirable: Successful completion of the Field Epidemiology Training Programme

Experience required

Essential: Minimum 7 years' work experience in public health, communicable diseases and/or other related field, preferably in high level. Experience with Ministry of Health, National Center for Communicable Diseases, Center for Health development and other non-government organizations in the field of communicable diseases prevention and control.
Desirable: Experience in surveillance, strategic information system, research and studies on communicable diseases collaborating with multidisciplinary teams during public health emergencies.

Skills/Knowledge

  • Excellent coordination and communication skill
  • Strong understanding of epidemiological concepts and methods to analyze disease trends, patterns, and risk factors.
  • Ability to design, implement, and evaluate epidemiological studies to inform disease control strategies.
  • Proficiency in designing and implementing disease surveillance systems to monitor disease incidence, prevalence, and outbreaks.
  • Skill in using surveillance data to guide timely interventions and public health responses.
  • Expertise in statistical analysis and interpretation of health data for evidence-based decision-making.
  • Knowledge of national and international public health policies, guidelines, and regulations related to communicable diseases.

Language requirements

Expert knowledge of written and oral English and Mongolian.

Ulaanbaatar, Mongolia

Travel

The consultant is expected to travel all provinces and remote districts.
