ORGANIZATIONAL CONTEXT

 

Mauritania is a leader in social protection in West Africa and specifically the Sahel, and WFP Mauritania is deeply invested in this work. In recent years, there has been a growing demand for WFP to support the national social protection system. As a result, there is a need for internal coordination across functional areas (e.g., nutrition, school feeding, SAMS, EPR, VAM, Research Assessment and Monitoring (RAM), Supply Chain, etc.) where WFP has a comparative advantage to ensure the organization delivers well-planned, integrated social protection support to the Government.


The WFP Mauritania Country Office has a growing social protection and institutional systems strengthening team that is working alongside the Government on shock-responsive social protection, climate-based actions (Anticipatory Actions and Macro-Insurance), targeting and social registries, and strengthening national systems including for school feeding and nutrition treatment. Ongoing collaborations with UNICEF and the World Bank further augment WFP’s social protection work.

 

JOB PURPOSE

 

To deliver against the above, the Country Office is seeking a Social Protection Programme Policy Officer (P3) to design and manage its social protection programmes as well as lead a team of national and international experts. The incumbent will operate under the direct supervision of the Head of Programme. The incumbent will be responsible for carrying out the following tasks and responsibilities:

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

  • Act as the Country Office social protection focal point, ensuring a clear and strong connection between the field operations, national-level coordination and regional bureau colleagues.
  • Translate corporate and regional policies and strategies pertinent to social protection into country-level practices.
  • Design and manage social protection programmes of moderate size or complexity that effectively meet food security and nutrition needs.
  • Assist government counterparts to identify and analyze policy problems and provide or mobilize support and technical expertise for the design and delivery of suitable social protection solutions.
  • Establish and maintain strategic and operational partnerships for complementary and collaborative approaches and initiatives that improve social protection and support related advocacy work within all relevant audiences.
  • Manage operational research and evidence building on issues relevant to social protection.
  • Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of knowledge products or proposals for internal or external use that position and strengthen the credibility of WFP as a partner in social protection.
  • Contribute to resource mobilization efforts for WFP Mauritania’s social protection activities, including by articulating a business case for WFP’s contributions to social protection and exploring new potential resource channels.
  • Lead, motivate and develop a team of high performers.

STANDARD MINIMUM QUALIFICATIONS

 

Education:​

  • Advanced University degree in Public Policy, Public Administration, International Development, International Relations, Sociology, or other fields relevant to social protection, or, a First University Degree with additional 2 years of related work experience and/or trainings/courses.

Experience:​

  • 5 or more years of professional experience relevant to social protection, preferably contributing to food security and/or nutrition objectives:
  • Has experience working across the policy cycle;
  • Has experience working across various programme types relevant to social protection (e.g. cash-transfer programmes, school feeding, public works / food assistance for assets, insurance programmes);
  • Has experience leading a team.

 

Language:​

  • Fluency (level C) in English language. ​
  • Fluency (level C) in French language. ​
  • Knowledge of Arabic (Level C) is desirable.

TERMS AND CONDITIONS

 

  • This is an International Professional position and candidates must be a national of a country other than the country of assignment.​
  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.​
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.​
  • The selected candidate will be required to relocate to Nouakchott, Mauritania to take up this assignment.​
