Org. Setting and Reporting
The Global Aviation Training (GAT) Section under the Capacity Development and Implementation Bureau (CDI) is responsible for the planning, management and coordination of all ICAO aviation training activities ensuring the efficient, effective and harmonized implementation of the ICAO Training Policy and response to training needs of Member States, international and regional organizations, aviation industry and other partners. GAT is the ICAO focal point of contact for all training and associated activities. It comprises three units: TRAINAIR PLUS Operations (TOP), Training Design and Development (TDD) and Training Assessments and Consultancy (TAC) The incumbent will support the management of TRAINAIR PLUS Programme, the promotion of competency-based training and the management of the ICAO Training Library, including courses developed by ICAO, TRAINAIR PLUS Members, training institutions (under an agreement with ICAO) and training programmes in cooperation with other international organizations. S(he) will also be in charge of training on matters related to ICAO Strategic Objectives. The incumbent will report directly to the Head of Training Operations (TOP) responsible for assigning tasks, deciding priorities and providing instructions on special tasks. The incumbent also works closely with other officers of the GAT Section, other ICAO Bureaux and Regional Offices, and with the Administrations of States' Civil Aviation Training Centres (CATCs)/organizations.
Responsibilities
Function 1 (incl. Expected results) Supports the global implementation of the TRAINAIR PLUS Programme, achieving results such as: • Support the Head of Training Operation Officer in monitoring the implementation of the ICAO Civil Aviation Training Policy, and train TRAINAIR PLUS Unit staff members on the implementation of the ICAO training activities. • Support the implementation of TRAINAIR PLUS strategies and plan with the aim of promoting an ICAO world-wide cooperative network of training centres demonstrating the highest possible standards of training. • Draft TRAINAIR PLUS Programme business plans, business cases, yearly and triennium budget and Key Performance Indicators (KPIs), in line with the objectives of the ICAO Training Policy and the sustainability of the Programme to increase the TRAINAIR PLUS membership, as well as continuously enhancing services to existing members. • Organize the TRAINAIR PLUS Steering Committee (TPSC) meetings twice a year and the TPSC elections every three years. • Draft the TRAINAIR PLUS Steering Committee (TPSC) Working Papers and other TRAINAIR PLUS Member relations, including correspondence, presentations, reports, meeting minutes and training material. Function 2 (incl. Expected results) Identifies new opportunities for GAT products and services to enhance TPP membership benefits, achieving results such as: • Identify opportunities for new GAT products and services, including corporate partnerships, new electronic tools and training initiatives. • Review the design and development of project master plans and strategies for GAT within the framework of TPP’s objectives. • Plan and coordinate project resources in alignment with the requirements of GAT. • Provide project management support to new training product implementation. • Analyse current and past training data, such as training implementation and statistical abstract reports, and provide strategies to increase revenue. • Analyse the product mix and market pricing of products (e.g. evaluate the market position of professional and academic aviation training and online courses and their enrolments by CAAs, operators, airports, airlines, ANSP and manufacturers, and compare product offerings). • Prepare various written outputs, such as background papers, analytical notes, sections of reports, and inputs to training articles and publications. • Handle logistics of membership ceremonies, meetings, and GAT symposia, including proposing agenda topics, identifying and proposing participants, and preparing background documents and presentations. Function 3 (incl. Expected results) Identifies and solicits new customers for GAT products and services, achieving results such as: • Identify potential new TRAINAIR PLUS Members and Partners who can provide support, add value, or complement ICAO Intellectual Property. • Update list(s) of potential customers on a regular basis for reporting, records, and Lessons Learned purposes. • Contribute to the development of new training initiatives, including PowerPoint presentations and sales displays. • Review the existing training products and revenue and the implications for ICAO intellectual property. • Develop sales goals for the team and ensure KPIs are met by training personnel and helping team members develop their business development skills. • Contribute to the production and implementation of comprehensive communication and promotion plans for GAT products and services. Function 4 (incl. Expected results) Contributes to the establishment and enhancement of relationships with existing TPP Members and Partners and ensures customer satisfaction, achieving results such as: • Implement training activities with aviation organizations and academic institutions. • Develop detailed customer-service plans to retain and expand the relationship with existing GAT customers. • Promptly respond to customers’ queries and provide guidance when required. • Prepare and submit customer satisfaction surveys and provide reports to GAT Office Management. • Provide existing customers with timely and commendable service to ensure their satisfaction. • Draft Business Case in collaboration with both ICAO and External Stakeholders. • Prepare a framework of collaboration, working arrangements, Training Service Agreements, Memorandum of Understandings (MoUs) and similar agreements between GAT and ICAO stakeholders on training-related matters. • Maintain fruitful and fluid relationships with existing customers. Function 5 (incl. Expected results) Promotes the TRAINAIR PLUS Programme to the global aviation training community and manages new incoming membership applications, achieving results such as: • Draft business development strategies aimed at targeting potential new members for the network and ensure that outcomes of the activities achieve the forecasted results (i.e., number of new training centres joining the network). • Review the initial membership applications and ensure their completeness and validity; liaise with training centres when documents are missing. • Provide potential new applicants financial projections and membership budgets, which incorporate membership costs such as assessment and annual membership fees, costs for the delivery of courses and the production of ICAO-standardized training packages. • Provide information to TRAINAIR PLUS members with respect to their financial obligations and ensure that all membership-related payments are received in due course. Work Experience
• A minimum of three (3) years of experience with an international organization or dealing with aviation matters is required. • Experience in programme/project management and business development, preferably in international technical cooperation projects in aviation field is required. • Experience in project management, including developing/managing aviation training-related projects is desirable.
Languages
Fluent reading, writing and speaking abilities in English is required. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
