Organizational Setting

FAO UZB is responsible for partnership with and support to the Government of the Republic of Uzbekistan, bringing together technical assistance innovative, international best practices and global normative work standards with national and regional expertise.
Guided by national priorities, FAO REU/ ECTAD team will focus on six technical areas, namely Antimicrobial Resistances (AMR), Zoonotic Diseases, Biosecurity and Biosafety, National Laboratory System, Surveillance and Human Resources. The implementation of target activities under these areas will increase the country’s capacity along the JEE indicators and ability to prevent, detect and respond to priority transboundary animal diseases (TADs), zoonoses and AMR threats.


Reporting Lines

Veterinary Epidemiologist will work under the direct supervision of the Senior animal production health officer.


Technical Focus

Improve the multidisciplinary workforce and institutional capacity to address animal and public health threats such as emerging, re-emerging and endemic zoonoses and AMR, using a One Health approach.


Tasks and responsibilities

Under the direct supervision of the Senior animal production health officer, the incumbent will perform the following duties and responsibilities\:


The veterinary epidemiologist will support and contribute to the implementation of the FAO Global Health Security Programme (GHSP) in Uzbekistan currently focusing on the following three components in Central Asia region\:
• Improve the multidisciplinary workforce and institutional capacity to address animal and public health threats such as emerging, re-emerging and endemic zoonoses and AMR, using a One Health approach,
• Strengthen capacities of NVS for risk analysis, surveillance, pathogen detection, emergency preparedness and response to emerging, re-emerging and endemic zoonoses and AMR, supported through implementation of One Health policies and legislation
• Ensure effective coordination and management of FAO/GHS Program implementation through regional and country donor liaison, financial, operations and technical planning and delivery, cooperation and synergies with other FAO programs, advocacy and outreach, and monitoring, evaluation and learning (MEL) at regional and country level.
• Ensure timely implementation of project activities on epidemiology.
• Ensure the overall timely and efficient implementation of the USAID supported country programme from both operational and technical aspects.
• Regularly coordinate with the International Team Leader, FAO office in Tashkent, REU and SEC offices and ECTAD HQ project related issues as well notifying timely on issues that may delay, prevent or jeopardize project activity implementation and delivery.
• When necessary, conduct field missions in the country to monitor and ensure smooth implementation of the project related activities.
• Support missions’ preparation and execution by international experts as well as any FAO staff from REU office or HQ.
• Support the implementation of any project related workshop, training or event at national level
• When pertinent, participate in related online as well physical meetings in the country or internationally.
• Lead project related FAO visibility in different media.
• Support any project related procurement processes.
• Perform other related duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in agriculture, veterinary
• 5 years of experience in programme/project implementation relevant to the mandate of the Organization
• Working knowledge of English and Russian.
• National of Uzbekistan or resident in the country with a valid work permit.

Technical/Functional Skills

• Knowledge of United Nations/FAO’s operational guidelines and project / programme management procedures is an asset.
• Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Power Point, Exchange).
• Knowledge of Uzbek is an asset
• Work experience in more than one location or area of work
• Extent and relevance of experience in project/programme formulation
• Extent and relevance of experience in results monitoring and reporting
• Familiarity with integrated water resource management principals in particular in agriculture
