Background

The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. NRC has been working in the Democratic Republic of Congo since 2001. Its programmes focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, EHA (Shelter/Wash), and Information, Counselling, and Legal Assistance (ICLA) in favour of populations forced to move.

RESPONSIBILITIES

What you will do:

  1. Line management for support staff such as Finance, HR & Admin and Logistics and fleet /ICT
  2. Member of the Area Management Group and works closely with the Area Manager (AM) and Area Programme Manager (APM)
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Ensure the master budget for the support teams, bases, and fleet, is up to date and accurate;
  5. Provide input on operational support to the Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
  6. Responsible for ensuring quality support to project implementation
  7. Facilitate Area Support Budget – Master Budget, area level budgets, including support cost
  8. Responsible for developing regular reports on Area level to Country Office and AM
  9. Ensure Financial, Fleet and Warehouses report within deadline (monthly and annual)
  10. Responsible for implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance)
  11. Facilitate trainings for programme staff on finance, logistics and HR procedures
  12. Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance)

 

 

QUALIFICATIONS

What you will bring:

  • Experience from working in management of operations, including in Finance, Logistics or Field Coordination in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Self-awareness; Willingness to change working hours and practices as necessary in keeping with the local security situation
  • Fluency in English and French, both written and verbal
  • Commitment to NRCs values, and willingness to abide by NRC’s rules and procedures

Context/ Specific skills, knowledge and experience: 

  • Prior experience in Eastern DRC strongly preferred; or elsewhere in Central Africa an advantage;
  • Prior experience with NRC preferred
  • Swahili language skills a major advantage 
  • Experience with start-up and exit helpful
