1.Purpose of consultancy

The purpose of this consultancy is to provide technical input in addressing needs in health information systems in three countries of the Region, provide evidence on the quality of the data collected with DHIS2 in these countries, and to create an evidence base to address selected SDG gaps in the Region.

2.Background

The World Health Organization Regional Office for the Eastern Mediterranean envisions a region where all health-related policies, decisions on healthcare development and implementation, and innovations are informed by best available evidence from verifiable knowledge, research and reliable information. The mission of the Unit of Information Systems for Health (ISH) is to strengthen the capacity of Member States to improve availability, quality and use of evidence from reliable information, research and other sources of knowledge, and to enhance effective innovations toward Universal Health Coverage and health related SDGs.

3.Work to be performed

Output 1: Health information systems (HIS) in Djibouti, Somalia and Yemen are strengthened based on the needs identified during the HIS assessments.

Deliverables:

1.1 Provide a technical input in drafting implementation plans for these three countries

1.2 Draft reports and proposals for funding calls

Output 2: Data quality issues affecting the district health information software 2 (DHIS2) in Somalia are identified and documented.

Deliverables:

2.1 Analyse country DHIS2 data, conduct data quality reviews and consistency checks, benchmark with other data sources (e.g. Demographic and Health Survey, Multiple Indicator Cluster Survey)

2.2 Develop compelling visuals, slides and narratives based on the results

Output 3: An evidence base is created on how to address existing SDG gaps in snake bites envenomation (SDG 3.3.5) and conflict-related deaths (SDG indicator 16.1.2), injuries and disability

Deliverables:

3.1 Collect the evidence on the problem in the region by conducting interviews with key informants and reviewing the literature

3.2 Analyse the information collected and draft a paper based on the findings.

3.3 Suggest recommendations on how to address gaps in SDG data by strengthening routine health information systems

4.Qualifications, experience, skills and languages

Educational Qualifications:

- A University degree in Public Health or Epidemiology or related field

Experience:

- Up to 5 years of experience in designing research questions, translating them into a research plan and performing basic analyses

- Experience in data visualization techniques and data storytelling is desirable

Skills/Technical skills and knowledge:

- Very good skills in a data analysis software, e.g. Stata or SPSS or R

- Qualitative research skills and experience conducting interviews


Languages and level required:

- Excellent communication skills and knowledge of English

- Working knowledge of Arabic and/or French is highly desirable

The selected Consultant will be expected to provide a medical certificate of fitness for work.
