Background:
The OSCE Programme Office in Bishkek supports the Parliament of the Kyrgyz Republic in enhancing the human and institutional capacity of the Parliament and implementing the 2027 Parliamentary Development Strategy. To this end, the POiB will conduct several activities aimed at delivering sustainable impact on the effectiveness, transparency and accountability of the Parliament. The POiB will contribute to strengthening expert capacity of MPs and parliamentary staff by improvement of the quality of drafting normative and legal acts. In addition, the POiB will promote gender equality in the Parliament through providing MPs with expertise on parliamentary oversight over gender-related issues. 

 

Objective of Assignment: 
To assist the Kyrgyz Republic in promoting democratic governance, increasing parliamentary democracy to build a peaceful society through improving the efficient operation of the Parliament.

 

Duration of Assignment:
Maximum 6 months.

 

Tasks and Responsibilities:
Under the overall supervision of the National Programme Officer and the Programme Associate, the Consultants will perform the following tasks:

  1. Organize, lead and report on the training courses for Members of Parliament and parliamentary staff in 2024;

  2. Organize, lead and report on the training needs assessment of the Members of Parliament and parliamentary staff in 2024;

  3. Organize and document sessions of the Working Group on the Open Parliament in 2024;

  4. Evaluate implementation of legislation regulating local self-government (LSG) in co-ordination with the Parliament and yield recommendations on the further development of legal basis of the LSG in 2024;

  5. Evaluate the training courses for the Members of Parliament and parliamentary staff conducted in 2023 and to be conducted in 2024 yield recommendations on the further human resources development of the Parliament;

  6. Co-ordinate fundraising activities with international partners for the needs of the Parliament, carry out fundraising campaigns and activities and yield recommendations for the POiB and Parliament on effectiveness and impact of the external aid on institutional development of the Parliament;

  7. Organize and lead the Law-Making School that will address the need to build capacity of MPs and parliamentary staff in drafting good-quality bills, train skills in rule-making process etc. with further reporting on its effectiveness;

  8. Organize and lead the research on implementation of gender aspects of legislation by the executive branch of power and yield recommendations for parliamentary oversight over the gender aspects of legislation;

  9. Assist in organization and preparation of the Summer School for Junior Diplomats together with Diplomatic Academy of the MFA KR by elaboration and check-up of the participants’ tests and feedback forms and recommendations on the organization of the Summer School.

    The Consultant will work in Bishkek and in Issyk-Kul province. 


Deliverables:

The Consultant shall provide the following:

  • Training agendas, handout materials and presentations for training courses for MPs and parliamentary staff and the Law-Making School, successful delivery, moderation and completion of the training sessions;
  • Analysis of pre-tests and post-tests and OSCE feedback forms used for the training courses, Law-Making School and Summer School for Junior Diplomats;
  • Methodology of researches planned by the Parliament, analysis of research data and relevant recommendations;   
  • Standard reports as set by the OSCE POiB;

Necessary Qualifications:

  • University degree in the field of Law, Political Science, Economics, Social Sciences or related field;
  • At least five years of practical and professional experience and expert knowledge in the field of public administration, law, economics, politics, international relations, peace and security, parliamentarianism, education, gender equality, human and institutional development;
  • At least five years of experience in conducting research and needs assessment;
  • Extensive experience in conducting training courses for public officials;
  • Proven ability to successfully interact and establish working relationships with government officials;
  • Strong knowledge of the Kyrgyz state system, legislative system, public administration, particularly in the area of parliamentary democracy in the Kyrgyz Republic;
  • Strong knowledge of actual international problems and challenges to peace and security in Central Asia;  
  • Excellent analytical, writing and presentation skills;
  • Excellent skills in written and spoken Russian and Kyrgyz; good command of English language is an asset;  
  • Flexibility, ability to work under minimum supervision and deliver against tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
