POSITION TITLE: Construction Foreman

DEPARTMENT: Facilities Engineering Office (FEO)

LOCATION: El-ʻArīsh, Sinai, Egypt

CATEGORY: International Staff – Grade 6

REPORTING LINE: Facilities Maintenance Manager

 

About You

 

Supervise, plan, and direct the activities of up to 30 local national contracted personnel engaged in the site maintenance and heavy equipment operation, in the North Camp of the MFO. Make recommendations regarding the construction operations, maintenance and repair of roads, pavements and parking areas, as well as the maintenance and repair of municipal type services, athletic areas, and security fencing. 

The successful candidate would be a mature individual with good Civil Engineering Construction experience in roads and road repairs, concrete works and municipal services installation and maintenance at a minimum posting level of Foreman / Supervisor. 

You will be working within an experienced team of like-minded professionals, but this is a remote site posting and the candidate should be aware of the leave conditions of 30 working days per calendar year.

A working knowledge of basic SAP, MS word and MS Excel, and an operating license for a TLB or other heavy equipment, will count in your favor.

 

Key responsibilities and duties:

  • Supervises a team of up to 30 workers delivering the required technical works and services.  This includes prioritizing, scheduling, and supervising tasks where practicable, competency training, performance management, absence and roster management, skills assessments, setting performance standards, providing a clean and safe working environment, and ensuring equipment maintenance records are updated. Ensuring prescribed health and safety practices and procedures are adhered to, including but not limited to, conduct of startup meetings, toolbox talks, safety walk throughs, up to date risk assessments and work method statements.
  • Coordinates and supervises a non-potable water truck (used for ground irrigation), as well as sewer and garbage truck operations.
  • Provides quality assurance function for civil construction works completed by external contractors.
  • Ensures that all work completed is in accordance with MFO regulations, safety standards and required trade practices regarding those applicable to ‘permit to work’ requirements. Corrects, or has others correct, any faults identified, and determines whether any additional training is required.   
  • Assists with the planning and design of landscaping or horticultural requirements, including preparation of bills of material necessary to accomplish a project and supervises landscaping and irrigation (in conjunction with the plumbing department) of all public planted areas.
  • Maintain a record of competencies for assigned personnel. Provides records of all training to the Force Contract Analyst monthly, specifying training content and personnel trained.
  • Ensures that lifting tackle, spare parts, and materials are correctly stored, labelled, and segregated.  Ensures assigned personnel carry out the correct pre-use checks on each item of lifting tackle used and that any unserviceable items are segregated and secured pending formal inspection, repair or destruction.
  • Assists the Force Safety Officer during the annual inspection of lifting equipment and tackle.
  • Maintains accurate records of all work accomplished and ensures that such records are entered into SAP. Ensures that assigned work orders are completed within the priority set and any requirements for materials that are not in stock are progressed through the work order system promptly. SAP competency is not a requirement but would be an advantage. MFO can provide the required training on site.
  • Uses the SAP system to report on work order status, maintenance requirements, priority, material requirements and manpower times allocated.
  • Performing work outside normal working hours might be required sometimes.
  • Performs other duties as and when required to assist the FEO team.

Our Requirements

Knowledge, Skills and Abilities

  • Demonstrated ability to manage outdoor work crews that perform multiple tasks.
  • Must be able to read, interpret and work from blueprints, prepare rough sketches of work, and estimates of material and labour.
  • Must have excellent organization and communication skills.
  • Must have a working knowledge of the MS Office Suite (Word and Excel).
  • Must hold a valid driver’s license and recognized heavy equipment certification/license from their home country (at least a TLB operator licence) and willing to undergo further operator training on different equipment.
  • Must be fluent in English.
  • Demonstrated ability to manage outdoor work crews that perform multiple tasks.

  • Must have a working knowledge of the MS Office Suite (Word and Excel).

Education and Experience

  • High School diploma or equivalent.
  • 10+ years’ experience within the civils and construction industry.
  • Of which 3+ years are in a supervisory role involving civil engineering construction and municipal services construction, heavy equipment operations, and quality assurance inspections.
  • Experienced in the civils or construction industry which includes concreting, steel fixing and formwork shuttering, construction of roads and services (utilities installation) and operating plant and equipment.
  • Must have recognized certification in layer works and services installation/construction.
  • Should hold a current licence to conduct lifting operations, e.g., Crane Supervisor/ Banksman. This is desirable, but will be an advantage, as the MFO will provide the required training.
  • Must be qualified in construction health and safety practices. The minimum requirement is a certificate to prove understanding of the OSH Act.

Conditions of Employment

This position carries an annual total salary in the range of USD $65,000-68,000.

A two-year, renewable, unaccompanied-status contract including free housing, meals, worldwide health insurance and recreational facilities is offered. May be eligible for tax free status.

Any appointment/extension of appointment is subject to the MFO HR Directives and other relevant internal rules. Any offer of employment with the MFO is conditional upon certification by the MFO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. To confirm an offer from the MFO the successful candidate will be required to undergo a medical examination.

Any extension of employment contracts is subject to various elements including the following:  continuing need of the functions and satisfactory conduct and performance.
