INTRODUCTION TO GGGI

Fiji, as a Small Island Developing State, faces extreme climate vulnerability. It is already experiencing the negative impacts of climate change which affect all areas of life for the people of Fiji. To support the Government of Fiji to respond the impact of climate change and build resilience, GGGI will be implementing the Green Climate Fund (GCF) National Adaptation Plan (NAP) Readiness focusing on mainstreaming adaptation planning at the local level in Fiji. GGGI will also be supporting the Government of Fiji in capacity building and studies in Cost Benefit Analysis (CBA) for Nature Based Solutions (NbS) and the development of concept notes for the Adaptation Fund.

 

POSITION SUMMARY

The Programme Officer will lead and be responsible as Project Manager for the GCF NAP Readiness project for Fiji and for the Fiji climate change adaptation support project through an NDC Partnership (NDCP) funded project. The Programme Officer will also provide support to the Regional Adaptation Lead for the coordination of CBA trainings and strategies for Fiji.

 For the GCF NAP readiness project the Programme Officer will be in charge of hiring and managing the consultants for the development, delivery, and assessment of adaptation related work programs and activities at country level; leading on the content and delivery of the GCF NAP readiness outputs notably the report on linkages between Low Emission Development and the Adaptation Plan,  training for local authorities, feasibility studies for coastal resilience;  maintaining effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols.

The Programme Officer will report to the Regional Adaptation Lead based in the GGGI office in Suva and work closely with the Climate Change Division for Fiji.

 

PURPOSE

The key function of the Readiness Programme Officer is to oversee the GCF National Adaptation Plan (NAP) project in Fiji. This role entails direct responsibility for the successful execution of all project deliverables and the management of consultant-related affairs, including recruitment, oversight, and output delivery. It is expected that the Programme Officer will take the lead in monitoring and evaluating the outcomes of these delivery activities.

In addition, the Programme Officer will assume the role of offering operational support to the Government of Fiji in their training and strategies of Cost-Benefit Analysis (CBA) for Nature-Based Solutions (NbS). Furthermore, they will serve as an operational support and coordinator for the National Development Contribution Plan (NDCP) project. These supplementary tasks are projected to constitute 20 to 30 percent of the role's time commitment.

 

ENGAGEMENT

The Programme Officer will serve as the primary point of contact for engagement with relevant government counterparts to ensure the successful delivery and implementation of the GCF NAP project. They will assume the role of recruiting, overseeing, and supervising all necessary consulting services as outlined within the project portfolio. Moreover, this position will entail coordinating and supervising the logistical aspects of workshops and deliverables to ensure smooth operations. Essentially, the Programme Officer will become the central operational focal point for the NDCP and CBA OF Nature-Based Solutions (NbS) projects mentioned above.

 

DELIVERY 

For the GCF NAP project (70%)

  • Initiate and facilitate hiring of consultant and external contractors,
    - Focal point and Lead coordination, engagement, and relationships with government counterparts including providing substantive updates and high-level coordination with the NDA.
  • Support expert consultants to:

- Identify co-benefits and linkages between all sectors in the Fiji LEDS and NAP,

- Develop communications materials for stakeholder engagement and information dissemination,

- Review adaptation actions in progress and proposed adaptation actions around Fiji and identify best practice and appropriate actions for two coastal communities

- Training and capacity development to local authorities, workshop report writing.

  • Be responsible for technical reporting and monitoring using GGGI’s systems and track and be responsible for financial budgeting and expenditures according to grant agreements.

 

For the Pacific Island Nature-based Solutions (PPIN) work project (20%)

-        Coordinate Cost Benefit Analysis (CBA) for NbS work trainings and stakeholder consultations with consultant

 

For the NDC Partnership Adaptation work project (10%)

-        Coordinate stakeholder meetings with consultant to feed into Concept Notes for Adaptation Fund concept notes

-        Support the Regional Adaptation Lead and CCD in the preparation of documents for the Adaptation Fund Accreditation for the Ministry of Finance

-        Be responsible for technical reporting and monitoring using GGGI’s systems and track and be responsible for financial budgeting and expenditures according to grant agreements.

 

In addition, the Programme Officer will be responsible for:

 

  •  Development of the report on linkages between LEDS and Adaptation Plan for local adaptation.
  • Delivery  of a) methodology including consideration for future ‘citizen data’ uploading to GIS and b) guidelines on coastal resilience with tools at local level.
  • Delivery of the training materials and accompanying consultants on trainings ensuring relations with local authorities. Intervention with issues over the course of trainings with 12 local authorities.
  • Development of a diagnostic of 12 coastal areas, and management action plan in two sites.  Coordinating institutional stakeholders to ensure buy-in for institutionalisation of process and socialisation with other development partners
  • Development local development plans that include coastal resilience b) Leading local authority engagement 
  • Leading the study on adaptation with economic benefit
  • Leading stakeholder consultations for rainwater harvesting. There is a need to bring in additional potential stakeholders to ensure greater coverage and sustainability
  • Coordinating the institutional stakeholders needed with local authorities for capacity building in two locations
  • Developing materials and integration of local  a) training in ten communities and b) investment plans for 2 towns
  • Developing two concept notes
  • Leading the feasibility study and leading institutional stakeholder consultations needed as part of the consultations
  • Leading the development of the PPF incorporating discussions with project sponsors and institutional stakeholders
  • Supporting on adaptation related work across a number of projects in Fiji and work with colleagues and contribute to development of new projects
  • Participating in knowledge management and sharing, according to GGGI’s processes and provide inputs for communication to internal and external audiences as required.

 

REQUIREMENTS

QUALIFICATIONS

  • Advanced university degree in environmental science, or engineering or another related field.
  • Experience in institutional strengthening,
  • At least five (5) year of experience in project management
  • At least  five (5) years of experience working in climate adaptation related projects
  • Sectoral expertise in coastal resilience / nature-based solutions and infrastructure, agriculture, adaptation or water security, is a plus
  • Experience accessing and structuring finance for climate investment is a plus
  • Experience in organizational strengthening and/or cost benefit analysis for adaptation is a plus
  • Excellent communication skills for materials development and stakeholder engagement.
  • Strong analytical abilities for adaptation policy review and best practice identification.
  • Flexibility to handle diverse tasks across multiple projects.
  • Proficiency in relevant project management and reporting tools.
  • Fluency in written and spoken English

  • Demonstrated ability to formulate concept notes and project proposals in compliance with requirements of various climate finance funds.
  • Demonstrated relationship-building and facilitation skills.
  • Resourceful and able to develop and operationalize strategies to achieve outputs and outcomes
  • Knowledge of and experience in adhering to internationally agreed environmental and social safeguards (ESS) and gender-sensitive design requirements.
  • Willingness and ability to commit to in-country work for and travel as required and where possible.

WORKING CONDITIONS

The Readiness Programme Officer is an X9 National grade level in GGGI’s salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental.
