Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. MSB has a long-standing and well established experience of supporting partners in the UN and the EU in their response to crisis, conflicts or other disasters.

MSB is currently looking to recruit a French speaking Gender Advisor for deployment with WFP to Kinshasa, DRC. The duration of the mission is 12 months. The expected start of the deployment is February 2024.


The pursuit of gender equality and women’s empowerment is central to WFP’s mission of saving lives and changing lives and supporting countries in their quest to achieve the Sustainable Development Goals. WFP has committed to tackling gender inequalities to meet the specific food security and nutrition needs of women, men, girls and boys.

WFP's ability in DRC to achieve its strategic objectives as defined in its Country Strategic Plan (2021-2024) depends on its ability to provide food and nutrition assistance as well as to build individual and institutional capacity to meet the diverse needs and priorities of the women, men, girls and boys it serves. Simultaneously, there is a significant need to build the CO personnel and partner’s capacity and understanding of what gender entails for WFP activities and gender mainstreaming.


Employed by the MSB on an international mission you will receive a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

WFP:s förmåga i Demokratiska republiken Kongo att uppnå sina strategiska mål enligt definitionen i dess landstrategiska plan (2021-2024) beror på dess förmåga att tillhandahålla mat- och näringshjälp samt att bygga upp individuell och institutionell kapacitet för att möta kvinnornas, mäns, flickors och pojkars olika behov och prioriteringar det tjänar. Samtidigt finns det ett betydande behov av att bygga upp personalens och partners kapacitet och förståelse för vad genus innebär för WFP:s aktiviteter och jämställdhetsintegrering.

Duties

• Develop and adapt the WFP methodology for the baseline assessment
• Conduct a desk review and primary data collection for the baseline; assessment (gender analysis) of WFP programmes and operations in DRC. This includes an internal assessment and an external assessment that looks at the activities implemented with partners
• Preliminary report (gender analysis)
• Organise and conduct a validation workshop


Critical deliverables

The expected impact of the mission is to support WFP DRC CO’s shift from a limited gender awareness to a gender transformative programming and management. It will enabling anchoring the CSP into transformative approaches, concretely contributing to gender equality and women’s empowerment not only in programs, but in all aspects of WFP operations and processes. It will trigger gender equality mindshift and knowledge acquisition within WFP workforce and partners.


These major outcomes could be achieved by the MSB expert by:
• Conducting a baseline assessment/gender analysis. The results of this baseline assessment will be used to develop the roadmap for the country office to embark on the gender transformative programme
• Development of training material and briefs for capacity building of partners and WFP personnel
• Improved engagement with interagency gender networks and structures

Qualifications

Experience
• Minimum 8 years of experience working on gender and women’s empowerment
• Experience working on mainstreaming gender in conflict and post conflict experience
• Demonstrated work with women civil society experience and training on gender

Education
Academic background in gender and gender studies
Languages
Fluency in English and French is essential, both spoken and written
Other requirements
We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

You must undergo a pre-employment medical examination, with verified results, by a licensed Physician before being contracted by MSB..

Profile

• You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.

• A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.

• You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.

•You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays a monthly salary of 58 500 SEK during the mission and you may also receive a salary supplement if you have experience from working in an international organization with duties very similar to those of this position. The MSB will also pay an additional expenses allowances during the time you are working in the mission country. MSB pays for accommodation of appropriate standard and return travel, plus one home leave travel during the contract period. You will also receive a benefits package, ranging from access to psychosocial support, counselling from medical coordinators and insurances during the mission.

Due to potential covid-19 regulations from partnerorganisations and host countries, we sometimes cannot offer this position to unvaccinated or people over the age of 60.
