OBJECTIVES OF THE PROGRAMME

The Executive Director's division (EDD) provides visionary leadership and, together with the Business Operations Division (BOS), supports country offices and all other divisions in the efficient delivery of the General and European Programme of Work (GPW/EPW) and the WHO Programme Budget.EDD has overall responsibility for the planning, execution, and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the Organization. It is also responsible for the management of the corporate resources and the effective and efficient allocation of such resources to achieve the results laid out in the GPW/EPW.

The Communications, Identity and Publications (COM) unit supports the Regional Director and the work of the Regional Office by strategically leading, coordinating and overseeing the communications activities within the Regional Office and by generating visibility for RD's public interventions. It will be responsible for the planning and coordination of all communications, media relations and publications, for capacity building in communications across the office, for guiding and coordinating the divisional and Country Office communications work, for internal communications (in collaboration with RDO organization development), EPW branding and identity, for liaising and contributing to risk communications, and for providing strategic communications advice to senior management, EURO Divisions, Country Offices, Geographically Dispersed Offices (GDOs) and other outposted offices, networks and partners on communication issues. The Unit also ensures the implementation of the communication strategy and its implementation and monitoring. As part of providing and maintaining the various communications platforms, it will be responsible for the development, functioning and sustainability of the EURO website, the 53 country websites, the EURO intranet, and various social media channels.

DESCRIPTION OF DUTIES

To lead a team spanning two geographical locations - the Regional Office in Copenhagen and the Enabling Hub in Istanbul in the development and implementation of WHO/EURO web and digital presence strategy in order to maximize the reach and visibility of the work of WHO in the European Region.

To manage web governance at the regional level. Within the context of EURO's corporate communications strategy to contribute to the delivery of innovative and engaging online content on the web and other digital platforms.

To synergize with social media and other communication related streams within WHO/EURO corporate communication work with strong focus on WHO presence in countries and in support of resource mobilization.

Key duties:

Strategy development and governance:

Coordinate and further the development and implementation of WHO/EURO web and digital presence strategy in order to maximize the reach and visibility of the work of WHO in the European Region.

Manage web governance at the regional level as follows:

Manage EURO Web Working Group consisting of Technical Units and Country Office representatives,

Manage the secretariat of EURO Web Steering Committee, collating business cases across the region, overseeing demand and ensuring efficient and timely reporting.

Provide strategic input to relevant policies and procedures and ensure adherence across the region.

Ensure compliance with international accessibility guidelines and corporate style and focus.

Contribute to the global Digital Governance Collaborative group.

Drive innovation (website and digital storytelling).

Content management:

Oversee production and updating of content for who.int/Europe and the 53 country websites, ensuring that the content is accurate, accessible, informative and engaging.

Manage web analytics and ensure robust measurement and evaluation of WHO's web performance and sustained engagement with key audiences.

Support web production and ensure compliance with WHO guidelines relating to quality, branding and accessibility.

Make decisions in an editorial capacity to ensure uniform and balanced coverage of the activities of the Office on the home page, in coordination with relevant staff of the Strategic Communications team.

Oversee cross-promotion of content across multiple sub-sites.

Operational lead:

Manage the team in the Regional Office and Enabling Hub to deliver its objectives to optimize deliverables in line with the mandate of the Organization by overseeing day-to-day operations.

Implement key performance indicators (KPIs) to measure, monitor and report on team's performance.

Develop and manage workplans and budgets for the web team's activities and manage all human resources (both contingent and non-contingent staff).

Provide input and work closely with counterparts in Headquarters and the other Regions to improve the global platform.

Ensure continuous improvement of the EURO website and its adherence to accessibility standards.

Oversee implementation and management of the ticketing tool.

Project management:

Manage projects in line with the overall strategy and web and digital roadmap, coordinating implementation of new sites to support campaigns, major events, and new programmes as well as site revamps.

Introduces new tools and features.

Develop and manage the Project Portfolio Management tool and dashboard.

Capacity building:

Build capacity in technical units/programmes and Country Offices in the area of web communication.

Manage the development of a curriculum for web focal points and ensure it is updated regularly in areas such as web writing, search engine optimization and accessibility.

Coordinate the delivery of training, both online (through e-learning) modules and face-to-face sessions for web focal points and communication staff when applicable.

Provide advice and support throughout the Region.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree (Master's level) in communications, humanities, social sciences or a related field relevant to the functions of the position.
Desirable: Project Management certification (Prince2, PMBOK or equivalent). Change management certification(Prosci or equivalent).

Experience

Essential: At least seven years in management of communications-related projects, of which, at least three years at the international level. Demonstrated professional experience in managing web, digital communications, or related areas. Demonstrated experience in managing human and financial resources, complex projects, teams, and developing workplans.
Desirable: Experience in Sitefinity or similar content management systems. Relevant experience in WHO or other UN agencies at country and regional levels.

Skills

Demonstrated advanced professional newswriting and editing skills. Proven skills in the area of digital and web management and production; content creation; monitoring and evaluation. Ability in managing diverse teams and, as relevant, financial resources. Demonstrated ability to partner across all three levels of the Organization and their leadership. Ability to engage effectively and diplomatically with external partners relevant to communications including digital communications. Ability to work in a fast-paced environment. Emotional intelligence: ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2133 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
