Platform Officer

The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative designed to increase high-quality connectivity investments in developing countries through wider application of accredited International Financial Institutions (IFIs) standards and to encourage other investors and financial institutions to adopt these standards. The MCDF activities include information sharing, capacity building and project preparation. MCDF comprises: 

  • A Collaboration Platform, overseen and directed by the Coordination Committee (CC), to promote communication and collaboration between partner governments, IFIs and emerging market investors about standards and best practices, and infrastructure pipelines.
  • A Finance Facility, overseen and directed by the Governing Committee (GC), to support grants to activities of the MCDF.
  • A Secretariat to support the day-to-day operations of the MCDF.
  • An Administrator to provide other, mainly financial, services to the MCDF.

The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of the MCDF and host of the Secretariat with effect from June 30, 2020. The Secretariat will provide program management and administrative services to support the Finance Facility and the Collaboration Platform. It is administratively established by, but functionally independent from, AIIB.

The Platform Officer will be responsible for the operational management of many aspects of the MCDF Collaboration Platform, including events, contact management, and work planning.  The Officer will report to the Head of the Platform Team. 

Specific responsibilities include, but are not limited to:

  • Lead on event management for the MCDF Secretariat. Planning, budgeting, coordinating and implementing Collaboration Platform events to a high professional level, in close collaboration with MCDF Platform Team technical leads who will generally commission them. These include physical, virtual and hybrid seminars and training courses on best practices for high quality infrastructure, regional and country-specific investment matching events, and side events at high-level international meetings and conferences.
  • Develop and implement event timelines and action plans to ensure all deliverables are achieved and expectations are met.
  • Maintain effective working relationships with MCDF’s event partners, particularly IFIs, ensuring timely communication and that their needs are catered for.
  • Work together with the Comms Officer to ensure that that all events promote MCDF’s communication strategy, including through consistent messaging, branding, styling.
  • Produce reports and summaries on events, informed by post-event evaluations, and continually improve the delivery of event goals and overall participant experience.
  • Support the Head of the Platform Team in planning the work of the Platform Team.
  • Procuring consultants, goods and services as required, ensuring good value for money and compliance with corporate requirements.
  • Lead (with admin support) on management of the contact database of the Collaboration Platform, ensuring that contacts are effectively followed up to promote MCDF’s objectives.
  • Act as back-up editor of MCDF’s bi-weekly digest of news and analysis on high quality connectivity infrastructure. 
  • Any other duties as assigned by the Chief Executive Officer and/or Head of the Platform Team.

Candidate Requirements: 

  • Minimum 5-8 years of experience of successfully managing and delivering high profile events and training courses.
  • Solid experience and in-depth understanding of event positioning, production coordination, creative design, logistics, promotions and community outreach.
  • Familiarity with at least one thematic area that the MCDF Collaboration Platform is working on.
  • Strong self-initiative and time management, project management and organizational skills.
  • Expert people skills, particularly influence management and conflict resolution.
  • Experience with budget management, financial tracking and contract negotiations.
  • Knowledge of event registration and contact management software.
  • Previous experience working for an IFI, being familiar with their operations and systems. 
  • Excellent oral and written communication skills in English. Written material must be print ready.
  • Bachelor’s degree (master’s degree or equivalent preferred) in public administration, business administration, international relations, political science or a related field from a reputable university.
  • Demonstrated ability to work efficiently in multicultural environments.
