1. Project Background
Considering the workload of the increasing number of projects, the operational procurement team requests to hire consultants in Türkiye to support the operational procurement team on projects.
2. Objectives of the Assignment
The Procurement Consultant will be responsible for implementing the AIIB’s operational procurement policies and procedures ensuring that their application by the Recipients of Bank financing is consistent, efficient, fair and transparent and that procurement under an AIIB project is conducted on a fit for purpose and value for money basis.
3. Scope of Services
The Procurement Consultant will be responsible for supporting AIIB procurement specialists in implementing the AIIB’s operational procurement policies and procedures ensuring that their application by Recipients of Bank financing is consistent, efficient, fair and transparent and that procurement under an AIIB project is conducted on a fit for purpose and value for money basis. Responsibility also includes the requirement to provide technical guidance and expertise to both Recipient and Bank staff in order to help facilitate successful project delivery.
4. Consultancy Output / Deliverables
Conduct project procurement risk assessments and provide recommendations of risk mitigation measures on both policy and regulatory compliance and the Recipient's proposed project delivery strategy. Review Recipient’s GPN, PDS and PP, tender documentation, tender evaluation reports and contract management arrangements. Review complaints from tenderers/consultants arising from a Recipient's procurement process Review and analyze the suitability of country procurement systems for application by a Recipient under an AIIB-financed project. Provide business opportunity outreach on AIIB-financed projects to both the international and local business communities. Provide training on project procurement issues, and advice on the implementation of the bank's procurement policy.
5. Implementation Arrangement
The consultant will support the Bank’s operational procurement team in project preparation and implementation.
6. Support to the Consultant by the Bank
The Bank’s Procurement Specialists will coordinate with the Client to ensure the requested documents/data are available to the Consultant.
7. Knowledge Transfer and Training
The consultant will be required to conduct training sessions for the Recipients and the team if needed.
Qualification Requirement
Minimum 8-10 years of procurement experience in infrastructure projects financed by multilateral development banks (MDBs) or equivalent organizations. Sound knowledge and experience of international best practices in infrastructure tendering and contracting strategies in Türkiye. Professional knowledge of public procurement systems and legislations and international/national (Türkiye) procurement policies and procedures. Experience working with MDBs and/or other international/bilateral aid agencies on procurement policies and procedures in Türkiye. Experience with procurement by private sector entities, non-sovereign operations, public-private partnerships (PPPs), concessions and similar arrangements, is an advantage. An effective communicator with demonstrable analytical, project management and problem-solving skills. Proven track record in managing integrity issues with vendors, using best-in-class management processes, while adhering to the highest standards of integrity. Proficient oral and written communication skills in English and Turkish languages is a must.
