I- Organization Background

Established in 2002, Baan Dek Foundation is a not-for-profit, non-governmental organization with the mission to provide access to essential education, health, and child protection services to disadvantaged children and families living in construction site camps. Through field projects and advocacy activities, BDF aims to improve access to services for the estimated 60,000 children connected to the construction sector in Thailand. 

As part of the systemic impact program work, BDF has launched the Building Social Impact (BSI) Initiative, a private sector engagement program to work in partnership with construction and real estate companies to improve the living conditions and access to public services for workers and children living in construction site camps across Thailand. Under this program, BDF has developed a Framework for Action, a set of 12 practical recommendations for companies to undertake in their construction site camps and a Toolkit for conducting self-assessments and developing action plans. 

II- Consultancy Background

The construction sector in Thailand is driven primarily by migrant labour; migrant workers arrive in Thailand often as couples or families or start families during their time in Thailand. Within the construction site camps where migrant families reside, children are particularly vulnerable. There is often a low awareness of child protection, education and health services among migrant families, or reluctance and challenges to use them due to a lack of documentation, language skills or knowledge on how to access those services. 

BDF, via the BSI Initiative, equips companies with tools and training to improve living conditions and essential service access for workers and their children in construction camps. To strengthen our support, BDF plans to compile a comprehensive directory of potential service providers, encompassing both private and public entities, capable of meeting the needs of construction workers and their children. This directory will be available to companies seeking to enhance their social impact by connecting with external services from CSOs or relevant public service providers for the benefit of workers and children.

As such, the ‘mapping of service providers’ will be offered to companies, as part of the BSI Toolkit, to support them in their implementation of the framework. Companies can use this mapping as a reference guide to identify local service providers and formalize their relationships to smoothen the processes involved in accessing services for camp residents in the aforementioned provinces..

III- Scope of Work

The consultant is to identify and learn more about the existing services at different levels of intervention across the health, welfare and education-related needs of migrants and children in construction camps.

Objectives:

1) To map the availability of CSOs, CBOs, and private sector agencies (where necessary), including access to health, education, welfare and case management in the Bangkok Metropolitan Administration, Samut Prakan, Pathum Thani and Nonthaburi

2) Assess the extent to which the service providers address the needs of migrant workers and their families as well as their capacity to provide such services in construction camps in the aforementioned geographic areas 

Activities:

The consultant will conduct a qualitative assessment under the supervision of the Research, Monitoring and Program Quality Coordinator, and under the overall guidance of the BSI Initiative. S/he will be responsible for completing the following tasks:

1. Reviewing key BSI program documents and study reports, organizing a key kick-off meeting with key BSI staff and presenting a brief methodology document detailing how the mapping will be conducted

2. Mapping the existing health, education, welfare for migrants and children service. This includes consulting existing mapping available from civil society organizations (CSOs), community-based organizations (CBOs), and if relevant, private agencies

3. Holding interviews/discussions or technical meetings as relevant: bi-lateral meetings and/or collective round table meeting(s) with staff of relevant organizations and BSI Initiative staff

4. Consult with the target population in the area (in at least three different construction camps), focusing on migrant workers and their families in construction camps

5. Presenting the findings of the assessment in a comprehensive written report and mapping data results in a spreadsheet [Deliverable 1]

6. Develop a short list of service providers in the aforementioned geographic areas [Deliverable 2]

Deliverable 1: Written report providing a qualitative overview of the landscape of service provision for migrant workers and their families in the  Bangkok Administrative Area Pathum Thani, Samut Prakan and Nonthaburi. The written report should include the following

• Rationale and objective of the mapping

• Methodology of the mapping

• An overview and a brief discussion of the mapping results

• Summary of interviews/roundtable(s) held with the organization’s staff

• Summary of consultations with migrant workers and their families

Deliverable 2:  Mapping document of short-listed service providers available in the Bangkok Administrative Area Pathum Thani, Samut Prakan and Nonthaburi. 

The mapping document should be in the format of a Word document and categorize the service providers by the following aspects;

• Province

• District

• Organization name and focal point

• Basic organization information (Year founded, size etc)

• Willingness to work with the private sector

• Experience of working with the private sector, if any

• Contact information & focal point if applicable (phone number, email etc)

• General area of service provision (see table below)

• The specific type of service provision (frontline emergency response, case management, training, capacity building, referral etc)

• Languages available (Burmese, Khmer etc)

The geographic scope of mapping

 This mapping will be done in 

• Bangkok Administrative Area, Pathum Thani, Samut Prakan and Nonthaburi

The technical scope of mapping : 

The mapping should primarily target civil society organizations (CSOs) and community-based organizations (CBOs) and private agencies delivering services directly for migrant workers and their families. The following thematic areas are examples of the categories of services for migrant workers and their families. Consultants are invited to provide suggestions for other types of services: 

IV- Qualification and Selection 

 Qualifications and Competencies

• University degree in a relevant field such as sociology, international development, psychology or social work, postgraduate degree preferred

• Ability to write and speak fluently in Thai. Working proficiency in English is a strong advantage

• Significant experience working in the field of migrant protection, migrant’s rights and/or child rights in Thailand is a must

• A strong existing network with civil society is a strong advantage 

• Experience with collecting, assessing, and analyzing data;

• Good analytical and writing skills, and the ability to present the results in a simple language, making use of visual aids and graphic organizers. 

• Excellent interpersonal skills and ability to work in a diverse and multicultural team

• Flexibility and ability to meet deadlines

• Previous experience with developing a mapping methodology will be considered a strong asset.

• All members of the consultant team must have the right to work in Thailand and Thai tax ID.

Evaluation Criteria

The prospective consultant’s proposal will be evaluated on the quality of the technical proposal, the consultant’s experience on the subject matter, designing and building service provider mapping as well as the cost-effectiveness of the proposal. 

Budget ceiling

Please note that financial proposals shall not exceed 95,000 Thai Baht.
