Organizational Setting

Malaria Team, WHO Myanmar has been supporting NTDs control elimination in Myanmar. The main support is for planning and implementing Dengue control and Lymphatic Filariasis elimination, sustain Trachoma and leprosy elimination programme through the WHO workplans. There is a vacancy for Central Project Coordinator (NTD) (CPC) in Nay Pyi Taw. The CPC will be supported by extrabudgetary sources. The incumbents will work under the direct supervision of Medical Officer (Malaria) and overall guidance of the WHO Representative to Myanmar, and in close collaboration with the programme to perform the following tasks mentioned in the section below. The positions are initially for one-year 2024. The extension for 2025 is contingent to performance and successful acquisition of funds beyond 2024.

Major Duties and Responsibilities

Under direct supervision of Medical Officer (Malaria) and general guidance by WHO Representative to Myanmar the incumbent will work with officials to perform the following tasks:

  1. Support development of workplans on Dengue, Lymphatic Filariasis, School-based Soil transmitted helminthiasis control
  2. Support the Vector Borne Diseases (NTD) Control Programme to develop draft strategies (National Strategic Plan for Dengue and Strategic Plan for Lymphatic Filariasis), and other related to NTDs and guidelines and materials for 2021-2025.
  3. Develop the monitoring plan to track the progress of implementation of the workplan
  4. Support implementation of neglected tropical diseases MoHS-WHO collaborative workplan
  5. Support to conduct dengue advocacy meeting in high endemic states/Regions to raise community awareness on dengue to the communities
  6. Support for dengue web-based surveillance system (DSS), dengue risk mapping and EWARS
  7. Support to implement the Mass Drug Administration (IDA) in 15 LF endemic districts
  8. Support the national programme to monitor dengue weekly data from the health facilities and private sector to guide interventions accordingly
  9. Support development of activity proposal for the sentinel site and spot check site survey (Pre-TAs assessment) and Transmission Assessment Survey for Lymphatic Filariasis
  10. Identify the capacity building needs and develop the costed capacity building plan in consultation with VBD (NTD) programme and WHO
  11. Facilitate the capacity building activities for NTDs primarily for DSS, Mass Drug Administration, Morbidity Management and Disability Prevention programme, facilitate transmission assessment survey for Lymphatic filariasis, dengue, chikungunya prevention and control, and JE, Zika prevention and control.
  12. Supervision and monitoring of MDA, pre TAS assessment and conduct activity assurance activities
  13. Support the preparation of requisition for the drugs and test kits related to NTDs
  14. Develop costed Transmission Assessment Survey plan and support supervision and monitoring
  15. Support for joint report for LF and STH (Joint Application Package)
  16. Prepare programme and donor reports in the areas of NTDs to be submitted as necessary
  17. Submit monthly activity report and end of assignment report to WHO
  18. Support any task assigned for CVOID-19.
  19. Perform other related duties as assigned by the supervisor.

Work Relations and Partnerships

The malaria team is working with other partners supporting for malaria, NTDs and environmental and Occupational health. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members and officials of National Programme for Neglected Tropical Diseases of Ministry of Health.

Impact of functions

The function plays a key role with respect to the clients served through the delivery of technical support on programme planning, budgeting, implementation and monitoring in a collaborative approach.

Qualifications

Educational background

Essential: University degree in medicine (MBBS)

Desirable: Advance university degree in medicine (MD) preferably a Master of Public Health (epidemiology, tropical medicine/ entomology). Training in NTDs.

Professional experience and knowledge

Essential: 3-4 years of experience in Vector Borne Disease Prevention and Control/Elimination, preferably Dengue, Lymphatic Filariasis, Schistosomiasis and Trachoma.

Desirable: Working experience in any UN organization, International Organization or Government Offices.

Language Skills

Fluency in oral and written English & Myanmar is mandatory.
