Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the general supervision of the Logistics Director, the incumbent has the role of project manager in order to execute the project for renovation of the building of Universal Postal Union (UPU).

1. Project management (conceptualization and implementation)
2. Management of interactions and collaborations with all relevant stakeholders (internal and external)
3. Support of the Organization in defining its needs and objectives concerning the building renovation
4. Establishment and application of a project management methodology (planning, execution, reporting, validation process, change request management process, minutes, etc.)
5. Communication with stakeholders on all aspects of the renovation project
6. Definition, management and control of project resources
7. Management and supervision of contracted agents and companies
8. Management and control of the overall project delivery schedule and budget
9. Identification, management and control of risks, definition of risk mitigation solutions
10. Development and application of measures ensuring the continuity of operations (including, if necessary, temporary relocation)
11. Establishment of guidelines to support employees in the transition phases (moving) and for the occupation of permanent spaces.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree in architecture or civil engineering.

An official certification in project management (Prince 2 or equivalent) would be an advantage.
Experience:
At least seven years of experience in the field of architecture, construction, management of architectural projects, representation of the contracting authority and/or assistance to the contracting authority.
Technical knowledge:
1. Proven experience in managing construction/renovation/transformation projects for administrative areas of more than CHF 10 million in Switzerland
2. Proven experience in the technical and administrative management of multidisciplinary teams (agents, companies, specialists, etc.)
3. Knowledge of the legal framework and Swiss (and if possible, Bernese) construction standards (energy regulations in force, SIA standards, mechanism for applying for a building permit, etc.)
Skills and abilities / competencies:
1. Proven network with professionals and local authorities in the construction field would be an advantage.
Language skills:
1. French or English and knowledge of the other language is an asset.
2. Working knowledge of the German language.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff", which expressly exclude some international benefits (home leave, installation grant, education grant and eligibility to a continuing appointment).

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three yearS' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
77,326 USD
Post adjustment: 80.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
