THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General, with three divisions – the HR Operations Group (HRO), the Client Services Group (CSG) and the Talent Management and Analytics Group (TMA) contributing to the Service’s mission. The HR Operations Group provides centralised operational services related to  Payroll (salaries and benefits), Staffing Administration, Medical and Social Services, as well as management of the Organisation's Health care system (OMESYS).

EXD/HRM’s HR Operations Group is looking for a Payroll Officer who would report to the Head of the Payroll Centre. 

Under the supervision of the Head of the Payroll Centre, the successful candidate will contribute to the management of everyday payroll operations (4,200  monthly payslips on more than 10 international payrolls) up to production of the payment files. They will work closely with other staff members of EXD/HRM, the Programme, Budget and Financial Management Service (EXD/PBF), and the International Service for Remunerations and Pensions (ISRP).

Job Description

Main Responsibilities

Payroll management

  • Contribute to day-to-day payroll operations; analyse, check and make any corrections required to all data entered into the ERP software (SAP HCM) for all categories of personnel.
  • Input all the variable/exceptional items relating to pay on a monthly basis. Check data integrity and validity by ensuring compliance with the Rules and Regulations applicable to the different categories of personnel.
  • Assist with the production and verification of payroll checks and the identification of any anomalies. Assist with the monthly payroll run, its execution and the checking of results.
  • Contribute to the production of balance sheets. Prepare the electronic payroll files (net payments due and transfers) and check data consistency before sending to the Head of the Payroll Centre for approval. Transmit the files to PBF for the transfers to be issued.
  • Produce all data relating to social and medical contributions and check against balance sheets.

Systems management

  • Contribute to the management of the staff absences system.
  • Implement changes to structure of the Directorates in corporate systems.
  • Assist with identifying problems and potential improvements related to IT systems.
  • Carry out tests and help to validate changes to systems and new functions prior to implementation.

Other responsibilities

  • Calculate allowances payable in the event of a separation (termination/modification of function, non-renewal of contract, mutual consent), taking account of the various relevant parameters.
  • Check the discharge with the various departments concerned before releasing the payments and ensure data consistency between the different systems while adhering to the payment calendar.
  • Provide high-quality customer service in co-ordination with the other parties involved.
  • Contribute to other tasks as required coming under the Unit's remit.

Qualifications

Ideal Candidate Profile

Academic Background

  • A post-secondary qualification in human resources management, administration or a related subject.

Professional Background

  • Three years of experience in payroll management.
  • Proven experience handling confidential and sensitive information
  • Experience in an international administration or an international private company would be an advantage

Tools

  • Knowledge of and experience in using administrative systems for human resources management (e.g., SAP, Taleo) or an aptitude for learning new systems rapidly.

Languages

  • Fluency in one of the two official OECD languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Additional Information

Contract Duration

  • 2 years fixed term appointment with the possibility of renewal.

What the OECD offers

  • Depending on level of experience, monthly salary starts at 3.590,95 Euros, plus allowances based on eligibility, exempt of French income tax.
