About IRRI
The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff.

Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose

Under the supervision of the Chief Operating Officer (COO), develop, coordinate, implement and manage the corporate information technology strategy, provide support and services to customers in research and institutional services with technology, information management, or knowledge management needs, and contribute to the Digital & Data strategy of CGIAR as a whole.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and is open for international applications.

Roles and Responsibilities
  • Develop, coordinate, maintain, and implement the corporate information technology strategy
  • Direct and manage the operation of the Institute’s IT infrastructure used for administrative computing, research computing, and communications
  • Enhance the strategic use of IT for the achievement of the goals of the institute including use of IT in hybrid work scenarios
  • Manage the Institute’s IT security and the IT component of its business continuity processes
  • Act as the institute's data privacy officer
  • Provide support and services to researchers related to information technology, management, knowledge management and telecommunication needs
  • Supervise a team of system engineers responsible for providing and applying management information services
  • Supervise managers responsible for network systems and desktop support services
  • Manage the virtual library and the related scientific literature services
  • Manage relations with external IT service providers
  • Plan and manage the Institute’s capital and operational expenditure on information technology and related services
  • Contribute to the Digital & Data strategy of CGIAR
  • Provide information technology related training services to customers, particularly in relation to information security and privacy
Qualifications
  • Advanced University Degree in Information Technology, Computer Science or any relevant discipline
  • Has at least 10 years of progressively responsible experience in IT leadership roles
  • Has extensive, related technical and managerial experience, preferably in multicultural settings
Skills Required

Mandatory

  • Technically contributed to the field of expertise
  • Has demonstrated contribution to the delivery of strategies and plans of multiple projects
  • Excellent leadership and communication skills with the ability to collaborate effectively with cross-functional teams
  • Strong knowledge of IT infrastructure, cybersecurity, and emerging technologies
  • Demonstrated experience in managing IT budgets and vendor relationships

Preferred

  • Project management experience and certification
