INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page. 

Subsequent to a call for proposal floated by Federal Ministry for Economic Affairs and Climate Action (BMWK), Govt. of Germany under International Climate Initiative (IKI), GGGI is implementing a project called “Asia Low-Carbon Building Transition (ALCBT)” 5 Asian countries – Cambodia, India, Indonesia, Thailand and Vietnam. The countries were chosen based on a scoping analysis to advance building sector towards decarbonization and reducing GHG emission from the sector. The following are the broad output of the project:

  1. Technical and Institutional Tools: Standardized tools and systems for managing carbon emissions from building sector developed and piloted.
  2. Technical Capacity Building: Key industry stakeholders in project countries have enhanced capacity to deliver low carbon buildings.
  3. Financing: Financial pathways established to facilitate financing for occupants, owners, and developers of low carbon buildings.
  4. Replication and Scaling-up: Project knowledge documented and shared to facilitate replication and scaling up.

The project aims to engage with donor, multiple stakeholders, consortium partners, project implementers etc. during the 5-years of project implementation. GGGI is looking for a Program Operations Officer to support the Project Manager in overall project management.

 

POSITION SUMMARY

The Program Operations Officer will primarily be responsible for overall operational coordination in financial management and administration of the ALCBT program.

Being a key member of the Central Project Management Unit (CPMU) at IPSD division, S/he will be ensuring the delivery of the program by providing administrative and financial support.  

The above position will require an understanding of the basics of office management, financial data analysis, documentation, reporting etc. It also requires skills of effective coordination with GGGI’s internal divisions, country teams, consortium partners etc. This position reports to ADG, Head of IPSD which may change as designated by the ADG, Head of IPSD.

 

PURPOSE

  • Strategically coordinate and optimize the Program's operational framework to ensure exceptional implementation and successful delivery of key milestones.
  • Synthesize cross-country program data for high-level analysis, enabling effective budget allocation and real-time monitoring of activity implementation.
  • Lead the preparation, review, and presentation of annual budget reports to donors, while ensuring comprehensive data consolidation and alignment with strategic objectives.
  • Act as a key coordinator to the Central Program Management Unit (CPMU) and Investment and Policy Solutions Division (IPSD) in Headquarters, providing expert guidance and operational insights as directed by senior leadership.

 

ENGAGEMENT

  • Provide executive-level reporting to the team, offering strategic insights on budgetary performance and workplan milestones, while proactively identifying and mitigating any challenges.
  • Serve as the principal point of contact for local teams, partners, and other critical resources, orchestrating seamless communication and information gathering in alignment with the Program Manager's directives.
  • Collaborate closely with the IPSD Front Office and Program Management Unit (PMU) to standardize reporting protocols and elevate communication strategies.
  • Act as a compliance officer in liaison with various GGGI internal units, ensuring strict adherence to operational procedures, swift resolution of issues, and the incorporation of best practices where applicable.

 

DELIVERY

  • Strategically oversee and evaluate delivery progress through advanced utilization of GGGI's proprietary project management tools, including ERP and GGGI Online.
  • Lead daily operational initiatives, encompassing talent acquisition, procurement process optimization, and sophisticated financial analysis and management.
  • Assume full responsibility for the governance and integrity of program documentation via Microsoft enterprise solutions, including MS Teams and SharePoint.
  • Direct the synthesis and presentation of high-impact report summaries tailored for donor engagement and compliance.
  • Spearhead the program's performance analytics and results evaluation, providing actionable insights for continuous improvement.
  • Serve as the primary liaison for both internal and external stakeholders, ensuring transparent and effective communication on program delivery milestones, activity implementation, and results reporting.

 


REQUIRMENT

QUALIFICATIONS 

  • A bachelor’s degree in relevant fields such as international relations, political science, sustainable development, international business or others. Postgraduate degree is advantageous.
  • At least 5 years of work experience in a program operations function or similar support role.
  • At least 2 years of experience working in any international organization, NGO, philanthropic organization, etc.

 

FUNCTIONAL

  • Professional training in administrative and/or operational services with an understanding of the structure and functioning of an international organization
  • Experience in a multi-cultural, international setting and ability to work independently and taking initiatives in response to the organization and team’s demand
  • Strong competence in the use of standard Microsoft tools: Excel, Word, PowerPoint, SharePoint, Teams, and Outlook; experience with Agresso ERP and GGGI Online is a plus
  • Experience in International Climate Initiative (IKI) funded projects and their institutional set up in Agresso ERP is a strong plus
  • Excellent command of written and spoken English
  • Ability to communicate clearly and effectively through written English with non-native English speakers
  • Ability to speak a second language pertaining to GGGI’s member countries, i.e., Korean, is a plus
  • Knowledge of climate change issues and the field of energy efficiency is an asset

WORKING CONDITIONS

The Project Associate is an X8, national grade level in GGGI’s salary scale. For an X8 Korea national grade, the base salary starts from USD 70,140. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. Terms and conditions are to be reviewed in a case-by-case situation.
