National Accounting Officer (NP1)

Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensionsю It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

Under the overall supervision of the Finance Officer, the successful candidate will be tasked with the following duties:

  1. Co-ordinating and supervising the staff of the Accounting section of the Finance unit; monitoring the performance and setting the priorities of the accounting section staff members; participating in establishing of workflows; providing ad hoc training and guidance and solve matters of problematic nature. Checking the correctness, accuracy and validity of the accounting transactions entered into IRMA/ORACLE;
  2. Performing the duties of Approving Officer by verifying that attached to each payment voucher in the appropriate supporting documentation indicating that the goods or services for which payment is being made have been received or rendered is in accordance with the terms of the contract or purchase order; confirming that payment for the goods or services has not previously made; insuring that the commitment/payment document has been properly certified and that the documentation is otherwise appropriate; insuring all transactions are recorded under the correct accounts code and ascertain to the extent possible that no information exists, which would bar the particular transaction being approved;
  3. Participating in finance-oriented Office’s internal and external reporting, such as monthly and annual closure of accounts, unliquidated obligations and any ad hoc reports and analyses both for the Office’s internal use and for the OSCE Secretariat;
  4. Performing follow-up on outstanding balances on advances and liability accounts. Preparing weekly status reports and enforce due clearance. Monitoring, analyzing and ensuring timely clearance of the balances on the clearing accounts, prepaid expenses and advance accounts;
  5. Assisting in identifying of potential risks in Finance operations and developing solutions for decreasing the risk. Monitoring and reporting on any weaknesses to be likely to emerge in the internal control system. Providing suggestions on improvements and regularly maintains risk matrixes in the system;
  6. Preparing reports and analyzing on financial variances from the planned activities. Producing data on estimates to be used in the subsequent financial planning;
  7. Ensuring that any payment to vendors are made within the agreed terms and conditions and conform to the Office's regulations prior to the approval of the related transactions by the Finance Officer;
  8. Providing timely information and report to treasury in the Programme Office in Dushanbe in order to ensure the proper level of funds available in bank and in cash to meet all the valid obligations and avoiding exposure to excessive bank charges or FX rate variations through careful planning and control of Office's financial assets;
  9. Assisting to Finance Officer in maintaining liaison with various authorities, legal advisors, finance and lax authorities in order to ensure legal/tax compliance and stay abreast of changes in procedures and regulations, and matters pertaining to financial operations of the Office; 
  10. Performing other related work as assigned.

Necessary Qualifications:

  • First-level university degree in finance, accounting, business administration or economics;
  • Minimum two years of progressively responsible professional experience in the field of finance, preferably in an international environment;
  • Excellent managerial and organizational skills and ability to work under pressure in order to meet deadlines;
  • Strong analytical and problem solving skills, as well as computer literacy, good communication and drafting skills;
  • Computer literate with practical experience using Microsoft applications.
  • Familiarity and experience with ORACLE System is desirable;
  • Excellent written and oral communication skills in English and Russian and in Tajik languages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions, is 1,682.08 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
