Role Overview

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the Finance & Human Resources Manager oversees the financial and HR activities of the programme. The Finance and HR Manager carries out the various accounting functions required to provide accurate and timely information to donors, GSO, field management and field teams on the financial status of the programme, and oversees recruitment of national and international staff, staff policy development, coordination of training and general staff well-being.

Project Overview

Medair implements WASH and Nutrition activities (with Protection & Inclusion dimensions) in the South that is chronically affected by drought, and in the South-East of Madagascar, that is regularly hit by cyclones. Medair also runs projects on Disaster Reduction Risk, from Antananarivo, and implements Emergency Response Projects in the country in collaboration with the National Disaster Government Management body.

Key Activity Areas

Financial Management

  • Reinforce the existing system by strengthening in all bases Medair staff capacities on internal procedures and tools, ensuring compliance with these procedures, and monitoring the quality of documentation produced, notably through regular spot-checks.
  • Restructure the Finance Department and improve its operation.
  • Manage the day-to-day accounting functions of the programme including, but not limited to reconciling / verifying bank and cash amounts on a regular basis; ensuring payments are made in a timely fashion; compiling the monthly cash needs forecast for the programme; ensuring that money is transferred between locations in a timely manner and that daily cash needs are met; preparing the monthly financial accounts.
  • Monitor project spending on an on-going (monthly) basis, communicating with the relevant project managers and coordinators about any under / overspend and working with them to agree appropriate actions required to bring spending in line with approved budgets.
  • Work with Budget holders and GSO staff in the preparation and development of budgets for projects and shared costs.
  • Contribute to the financial management of signed donor grants and proposal writing, in coordination with CD, DCD, PFM, HCP.
  • Prepare, manage and support internal and external field financial audits.

Human Resources Management for Nationally Recruited Staff (NRS) and & International Recruited Staff (IRS)

  • Implement and improve of HR systems and policies.
  • Manage the day-to-day Human Resource functions of the programme.
  • Support the CD and DCD in reviewing the NRS salary grid.
  • Regular review, update and/or develop of employment documentation for nationally recruited staff.
  • Support line managers to identify training needs for all staff and source in-house and external training opportunities as appropriate, working within budgetary and operational constraints and maintain training records.
  • Provide line managers with any necessary training, advice, mentoring and coaching on staff wellbeing, performance management, disciplinary action and grievance procedures or any other relevant areas of HR management or procedures for their teams are followed and records are kept in accordance with Medair guidelines and local labour laws.
  • Ensure exit interviews are carried out and appropriate records are kept when individuals leave Medair
  • For IRS, liaise with field management and GSO Human Resource Officer on HR issues Administration
  • Meet the finance related administrative requirements of Medair, donors, local legislation, suppliers, contractors and any other stakeholders, so that the financial aspects of the programme function efficiently, effectively and with integrity.
  • Work with HR to ensure the preparation of monthly payroll list, payment, and record-keeping of staff salaries and/or allowances is done in a timely manner and in accordance with local employment regulations, ensuring that all required statutory deductions are made and subsequently paid to the appropriate authorities.
  • Support the Finance Partner in reporting to donors, providing relevant documents and narrative explanation of any anomalies or discrepancies.
  • Organise and further develop processes required for financial aspects of programme to function effectively.

Staff Management

  • Manage and oversee the programme finance staff including recruitment, day-to-day management, development and training, appraisal, etc. Providing functional supervision to Project Support Managers, Finance and HR Officers and Assistants of all bases.

Qualifications

  • University degree in relevant subject and/or Certified Public Accountant (CPA) Part 2 (or equivalent) completed
  • Fluent French (spoken and written)
  • Good English (spoken and written)

Experience

  • Relevant professional experience in a financial position for at least two years.
  • Experience in HR oversight in humanitarian context for at least one year.
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
  • Strong Christian commitment. Enthusiastic with a ‘can-do’ attitude. Compassionate, self-motivated, energetic, autonomous
  • Team-player with good inter-personal skills. Able to develop and maintain effective relationships with internal and external stakeholders
