Mission

In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role

The MEAL and Project Officer (MPO) will be in charge of the implementation of project activities as part of Geneva Call’s programme to enhance the protection of the civilian population in Ukraine, in accordance with programme and budget plans, internal procedures and guidelines, as well as donor requirements.The MPO  will take the lead in implementing specific project activities in the field, such as needs assesment, data collection, interviews, awareness-raising, meetings, trainings, workshops and coordinating initiatives with partners, as well as monitoring and reporting on contextual developments.The project will mainly take place in Mykolaiv, Odesa and Kherson Oblasts and ponctually to other relevants oblasts as for instance Kirovohrad, Dnipro and Zaporijia Oblasts. 

Main activities

Communications, & External relations and humanitarian engagement
  • In coordination with Project Coordinator, engage with local and international organizations to coordinate and seek for synergies and attend to local coordination meetings;
  • In coordination with Project Coordinator, engage and maintain regular contact with relevant stakeholders and State authorities;
  • In coordination with Project Coordinator, engage and maintain regular contact with weapon bearers in oblasts covered by Geneva Call Mykolaiv office; 
  • Attends and represents Geneva Call as required at conferences, seminars and other fora of interest to the organization in the region;
  • Supports Project Coordinator and Communication Officer to produce external communications materials in coordination with Country Director and global/regional Communications team(s); 
  • Provides material (photos, videos, stories from the field) about the project and timely reports to showcase project outcomes and achievements;
  • Supports implementation of communications strategy including activities, campaigns, events and other initiatives as required.

Strategy, project management, Planning & Reporting
  • Collects and analyses, through regular field missions in oblasts covered by Geneva Call Mykolaiv Office, information relating to the context, conflict situation, humanitarian needs and potential impact on Geneva Call’s work in project area(s) and relay this to Project Coordinator;
  • Contribute to the development/updating of strategic documents (strategy, stakeholders and conflict mapping, conflict qualifications, humanitarian needs and political development in the areas of intervention of Geneva Call);
  • Participates in the drafting of annual and monthly programme plans, budgets, and project activities monitoring plans in consultation with Project Coordinator, Head of Program, and other team members;
  • Responsible quality project development and implementation in oblasts covered by Geneva Call Mykolaiv office: suggestion of new project and development of Terms of References based on strong needs assessment;
  • With the support of the Geneva Call Legal and Policy advisor(s) and IHL trainers, develop and delivers training on International Humanitarian Law for target groups;
  • Implement Geneva Call activities in accordance with Geneva Call and donor work plans, budget and procedures; 
  • Monitors and reports on all project expenses of budgets and available funding, including supporting documents and reports;

  • Manages safe-keeping of information and knowledge, including filing of programme documents and materials.
MEAL
  • Responsible for quality project implementation and monitoring in accordance with Geneva Call and donor work plans, budget and procedures; 
  • Responsible to report on Geneva Call software all projects, activities and indicators reached during the project implemented; 
  • Responsible to produce regularly field-trip & project reports ;
  • With the support of the MEAL Coordinator and/or the Project Coordinator, collect quantitative and qualitative data related to project indicators through such mechanisms as pre and post tests, social media analytics, focus groups,  interviews and literature reviews;
  • With the support of the MEAL Coordinator and/or the Project Coordinator, develop monitoring and evaluation tools and contribute to data analysis;
  • With the support of the MEAL Coordinator and/or the Project Coordinator, assist in the design and implementation of project evaluations and Knowledge, Attitudes and Practices (KAP) studies by mobilizing respondents, conducting surveys, interviews and focus groups, and assisting in data analysis;
  • With the support of the MEAL Coordinator and/or the Project Coordinator, contribute drafting of Interims and  final reports for Donors.
Security
  • Monitor the security situation vis-à-vis the project, project partners and Geneva Call, preparing risk assessments and suggesting mitigating measures to the management of Geneva Call in Ukraine and following up on incidents as necessary;
  • Contributes to the development/updating of country security analysis and documents oblast covered by Geneva Call Mykolaiv Office.
Other duties
  • Perform any other tasks as assigned by the line manager.

Compliance
  • Remains involved in vetting procedures and concerns at all times while working with partners, suppliers, interlocutors.

Main qualifications
Education and experience
  • A relevant Master’s degree. 
  • At least 1 year of relevant experience in a humanitarian organization working in conflict areas in the protection field and engagement with armed actors (AGDAs, other armed actors).
  • Proven track record of field work experience with INGOs in conflict and crisis affected countries and emergency contexts.


Technical skills
  • Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
  • Excellent dispute resolution, facilitation and team building skills.
  • Ability to work under pressure and in conflict-affected settings, and to handle numerous tasks simultaneously.

Languages

      • Demonstrated ability to thrive in a matrix management environment.  
      • Developed interpersonal and communication skills including influencing, negotiation and coaching.
      • Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences.
      • Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders.
      • Willingness and ability to travel at short notice.
