Background:   

The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments, and to mitigate the increased risks to civilians caused by the war against the country. It will be implemented through extra-budgetary project activities. The SPU is planned to run until July 2025.

This is a vacancy for the enlargement of roster for temporary Security Guard services. Please note that this post is located in Kyiv, Ukraine.

Tasks and Responsibilities:   

Under the direct supervision of the Security Officer, the incumbent should perform the following tasks:

1. Act as a Security Guard at the SPU duty station entry points by:                        
-    screening all persons, permitting access to the premises to holders of valid IDs, commercial representatives, staff members and visitors
-    requesting identification and authorisation for entry from unknown persons and, if necessary, preventing entry after referral to a higher-level authority
-    arranging for parking of vehicles in front of OSCE premises

2. Patrol and guard the buildings, entry and exit points and grounds in accordance with standing patterns, time limits and special instructions by:

 -   conducting established fire and safety patrols throughout the buildings, monitoring the fire alarm and CCTV/video surveillance systems, inspecting and reporting fire hazards, defective technical installations, lighting, alarm systems, reporting to immediate supervisor any unusual circumstances
-    conducting patrols during business hours and checking that the entrances of buildings and doors of vehicles are secured

3. Perform other duties as assigned:                            
-    replacing switchboard operator during working hours
-    providing staff members’ telephone numbers upon request to senior staff in line with the set procedures
-    in case of power cuts, operating generators
-    if unusual circumstances arise, the incumbent may have to take decisions from among few alternatives such as refusing entry to someone unable to produce proper identification, or deciding what steps to take during an emergency – administer first-aid treatment or refer the case to a medical doctor or to a hospital.

Necessary Qualifications: 

•    completed secondary education; knowledge of security rules and regulations; administration of first-aid treatment, the use of emergency equipment, firefighting equipment, CCTV systems and other security related equipment;
•    completed active military service, police training or similar; 
•    minimum of one year of directly related work experience;
•    working knowledge of English in addition to Ukrainian language;
•    demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
•    ability and willingness to work as a member of team, communicate effectively and with tact, as well as work under stress and co-operate effectively with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
•    computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 965 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
