Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. MSB has a long-standing and well-established experience of supporting partners in the UN and the EU in their response to crisis, conflicts or other disasters.

MSB is currently looking to recruit a French speaking Gender Advisor for deployment with WFP to Port-au-Prince, Haiti. The duration of the mission is 12 months. The expected start of the deployment is early January 2024.

Haiti is currently facing an acute humanitarian crisis resulting from a series of shocks since 2017. Non-state armed groups have reached unprecedented levels of violence and subject those around them to kidnapping, sexual and gender-based violence and other forms of predation.

Haiti's widespread and multidimensional poverty makes targeting very challenging. This is compounded by a lack of reliable and up-to-date digital data. While there is a general shortage of gender-disaggregated data in all sectors, women, children and young people consistently emerge as the most at risk of food insecurity in any trans-sectoral needs analysis. Close to 10 percent of Haitians are disabled, of which 56 percent are women. People identifying as LGBTQ+ and people living with HIV/AIDS experience high levels of stigmatization.

In line with WFP Gender Policy (2022), the office seeks to achieve equitable access to food security and nutrition, tackle the root causes of gender inequalities, empower woman and girls and mitigate GBV risks. All these actions are critical to create a safe and inclusive environment, fostering zero tolerance towards any form of violence, harassment, or discrimination. The new CSP for Haiti is ambitious in its aims to promote gender transformative interventions while ensuring the safety of beneficiaries and affected populations. In order to achieve these goals WFP has identified a need to strengthen gender and protection capacities within the organisation and to mainstream gender and protection in the new interventions, starting with designing and carrying out gender and protection analysis.

Employed by the MSB on an international mission you will receive a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

Även om det råder en allmän brist på könsuppdelade uppgifter inom alla sektorer, framstår kvinnor, barn och ungdomar som de mest utsatta för osäkerhet i livsmedelsförsörjning i alla sektorsövergripande behovsanalyser. Närmare 10 procent av haitierna är funktionshindrade, varav 56 procent är kvinnor. Personer som identifierar sig som HBTQ+ och personer som lever med HIV/AIDS upplever mer stigmatisering.

Duties

The expected impact of the mission is to strenghten the capacity of WFP Haiti country office to identify key gender and protection issues that are relevant for the programmes and to enable employees to understand them and respond to them with adecuate approaches and action. It is expected that the mission will enable anchoring the CSP into transformative approaches, concretely contributing to gender equality and women’s empowerment not only in programs, but in all aspects of WFP operations and processes. It will trigger gender equality mindshift and knowledge acquisition within WFP workforce and partners. This will be achieved through following key deliverables:

• Design and carryout gender and protection analyses to inform the new interventions and ensure they respond to specific needs and interest;
• Carry out gender and protection capacity strengthening initiatives for WFP personnel and partners;
• Position WFP in gender and protection interagency spaces;
• Review the CFM structure and processes and reports and assess if there is any adjustment to be made.


Qualifications

Experience
• Minimum 8 years of relevant professional experience in the areas of gender and/or protection.
• Experience designing and carrying out gender and protection analyses in complex humanitarian settings.
• Experience in assessing capacity development needs and developing learning initiatives, including blended online-in-person training, on gender and/or protection.
• Experience in establishing or assessing community feedback mechanisms will be an asset.
• Previous experience working in an international organization and/or UN organization/WFP is considered an asset.

Education
Master’s degree in Gender Studies, International Development, Social Work, Social Sciences or related fields and/or First University Degree with additional 8 years of related work experience and/or training/courses
Languages
Fluency in English and French is essential, both spoken and written
Other requirements
We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

You must undergo a pre-employment medical examination, with verified results, by a licensed Physician before being contracted by MSB.

You must inform your regular employer of your potential assignment with the MSB.

Profile

• You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.

• A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.

• You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.

•You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays a monthly salary of 58 500 SEK during the mission and you may also receive a salary supplement if you have experience from working in an international organization with duties very similar to those of this position. The MSB will also pay an additional expenses allowances during the time you are working in the mission country. MSB pays for accommodation of appropriate standard and return travel, plus one home leave travel during the contract period. You will also receive a benefits package, ranging from access to psychosocial support, counselling from medical coordinators and insurances during the mission.

Due to potential covid-19 regulations from partnerorganisations and host countries, we sometimes cannot offer this position to unvaccinated or people over the age of 60.
