Overview of position

About this role:

  • CTG is helping our client build a roster for this role, candidates shorliisted will be added to our clients active roster & they would remain in our clients database for a period of up to 3 years. Candidates may be deployed as & when there is a requirement for our client worldwide whereever they have a requirement.

Purpose of the role:

  • To support our client in achieving the Core Commitments for Children in humanitarian action (CCCs), specifically for health & Public Health Emergencies (PHE).

  • The primary purpose of this role is to assess needs, formulate strategy, develop action plans, provide technical assistance & establish ongoing social & behaviour change performance for improvement during a health emergencies. In these situations, the incumbent will possess & apply their expertise & experience in particular areas that allows the staff & organization to respond quickly to evolving needs.

Role objectives

Main responsibilities & tasks:

Approved candidates could be offered short term surge & / or long term deployment across our client operations that can range in topics but might fall under any of the technical areas listed below. We are looking for applicants with some combination of the following technical areas of expertise:

Successful candidates for will have demonstrated experience in 1 or more of these areas:

  • SBC program management & implementation.

  • SBC research & analysis.

  • SBC planning & strategy development.

  • SBC curriculum development, training & facilitation.

  • SBC creative strategy & material development.

  • SBC documentation & report writing.

  • SBC systems strengthening, capacity assessment & development.

  • SBC monitoring & evaluation.

  • SBC related news media engagement, capacity building & advocacy.

  • Community engagement & social mobilization.

  • Behaviour change communication.

  • SBC knowledge management.

  • SBC innovations & new technologies.

In addition, successful candidates for the humanitarian roster will have experience in 1 or more of the following areas:

  • Risk communication, SBC & / or community engagement in Ebola (or other disease) outbreak.

  • Risk communication, SBC & / or community engagement in other disease outbreaks.

  • Risk communication, SBC & / or community engagement in humanitarian contexts (natural disasters, conflict, displacement etc.).

  • SBC integrated planning & strategy development for emergency preparedness & response.

  • Community feedback system for accountability to affected people.

  • Cluster or working group leadership, especially interagency.

  • Developing monitoring systems & rapid assessments to inform SBC response.

  • Documentation & knowledge management.

Project reporting

This role will report to the line manager.

Key competencies

Education:

  • Master’s degree in one of the following fields is required namely social & behavioural science, sociology, anthropology, psychology, education, communication, communication for development, public relations, or another relevant technical field.

Experience:

The level of experience required will vary according to the specific positions, starting at a minimum of 2 years for a junior level position & up to a minimum of 10 years for senior level position, at the national & international levels. Some of the typical qualifications required for our clients SBC positions are listed below. To be considered for the rosters, successful candidates will have demonstrated competency in at least 1 of the following areas. Applicants with expertise in multiple areas will have an advantage:

  • Experience & / or training in the application of social change theories & current developments & new approaches in the field of social & behaviour change communication, & demonstrated ability to apply them participatory processes, media, strategic communication planning, behaviour analysis, formative research & evaluation & / or capacity building.

  • Strong technical knowledge & demonstrated experience in in designing tools & strategies for quantitative, qualitative & / or participatory research in the fields of SBC, including, for example, research into drivers of social & behaviour change identification, formative research, monitoring & evaluation of social & behavioural communication interventions & / or community engagement.

  • Demonstrated experience in designing rapid assessments in humanitarian context & disease outbreaks including behaviour identification, formative research, monitoring & evaluation of social & behavioural communication interventions & / or applying community engagement standards.

  • Proven experience in SBC capacity development, including systems strengthening & institutional integration of SBC development & delivery of training programs, development of online learning tools & / or facilitation.

  • Demonstrated experiences in developing theories of change & linking a chain of causal results.

  • Proven experience in the design & development of SBC strategies & action plans for specific SBC interventions, sector programs, or country programs.

  • Demonstrated expertise in knowledge management, including for example development of SBC online & offline knowledge sharing platforms, development of case studies, reporting & documentation of social change processes in development programs.

  • Demonstrated experience in demand generational during vaccination & / or prevention campaigns.

  • Demonstrated expertise in use of ICTs for SBC, including, but not limited to, the use of U-Report, Rapid Pro, Internet of Good Things, or other new media & technological innovations.

  • Demonstrated skills in effectively packaging & communicating SBC related data & results in emergencies.

  • Specialized expertise in application of SBC within priority sectors or thematic areas related to our clients’ strategic plan.

  • Excellent organizational skills & ability to prioritize & manage multiple tasks within agreed deadlines.

  • Knowledge & experience of our clients’ programs of cooperation & the human rights based approach to programming is considered as an asset.

  • Experience in a UN system agency or international development organization is considered an asset.

  • Experience working in a developing country is considered an asset, as well as experience with working in emergencies.

  • Strong analytical skills & ability to work with & as a part of teams.

  • Strong writing skills in English language & / or another UN language.

  • Must have strong & demonstrated experience & understanding of health emergency projects.

In addition, to be considered for the humanitarian roster, applicants should have demonstrated expertise / experience in at least 1 of the following:

  • Proven experience in the design & development of SBC in emergency preparedness & response strategies & action plans for specific humanitarian situations including disease outbreaks with sectors, clusters & interagency partners / governments.

  • At least 2 - 5 years of experience working in emergencies as part of an SBC team.

  • At least 2 years of experience in emergency related tools & materials development, capacity development, development & delivery of trainings in humanitarian contexts.

  • Relevant expertise & experience in documenting case studies, fact sheets & sitreps in humanitarian responses.

  • Experience in coordinating & / or facilitating multi agency SBC approaches as related to preparedness, response, research, planning & implementation in humanitarian contexts.

  • Familiarity and experience in setting up community feedback mechanisms with local partners.

  • Willingness & ability to work in a non family duty station on short notice.

  • Must have strong & demonstrated experience & understanding of health emergency projects.

Language requirements:

  • Fluency in English is essential.

  • Knowledge of other languages would be advantageous especially French & Arabic.
