Overview of position

About this role:

  • CTG is helping our client build a roster for this role, candidates shorliisted will be added to our clients active roster & they would remain in our clients database for a period of up to 3 years. Candidates may be deployed as & when there is a requirement for our client worldwide whereever they have a requirement.

Purpose of the role:

  • To support our client in achieving the Core Commitments for Children in humanitarian action (CCCs), specifically for health and Public Health Emergencies (PHE).

  • The primary purpose of this role is to assess needs, formulate strategy, develop action plans, provide technical assistance & establish ongoing health related projects for improvement during an unplanned emergency. In these situations, the incumbent will possess & apply their expertise & experience in particular areas that allows the staff & organization to respond quickly to evolving needs.

Role objectives

Main responsibilities & tasks:

  • Participate in rapid needs assessments as part of the overall health cluster / sector needs assessments & intersectoral assessments.

  • Review available sector assessments identifying key gaps to fulfil our client's CCCs for health & PHE & support the development of a sector wide scale up response plan. 

  • Review & improve integrated service delivery strategy to address lifesaving needs, in line with the CCCs & based on engagement with the health cluster / sector.

  • Provide tailored technical support, in emergencies, to our client and health cluster / sector, including contributing to the facilitation of capacity building activities, development of & / or sharing relevant standards, protocols, guidelines & training materials.

  • Support in the repurposing of human resources on the ground, identify gaps to support the scale up & build capacity on rapid response.

  • Working with supply teams, fast track delivery & shipment of supplies in the pipeline.

  • Lead preparation of emergency response purchase order requests & coordinate with supply teams to deliver essential commodities, equipment & materials to implementing partners.

  • Prepare companion estimate of financial requirements & operational / partnership approach to implementation & support rapid scale up of health serviced delivery through partnerships. 

  • Conduct / participate in field monitoring visits & evaluation, with relevant cluster / sector partners.

  • Represent our client in the health & other sector coordination meetings as needed & communicate areas of support & position.

  • Prepare strategic briefs & contribute to the situation reports, advocacy notes & other information products.

Project reporting

This role will report to the line manager.

Key competencies

Minimum qualifications & competencies:

  • Bachelor’s degree in public health (MD, nursing, or other relevant health discipline) plus a master’s (MSc or PhD) in public health or related field.

  • A minimum of 5 - 8 years of progressively responsible experience in planning, coordinating & implementing health emergency programs with either the UN, IO & / or NGO. 

  • Willingness & ability to work in a non family duty station on short notice.

  • Must have strong & demonstrated experience & understanding of health emergency projects. 

  • Experience in coordinating & / or facilitating multi agency approaches as related to preparedness, response, research, planning & implementation in humanitarian contexts.

Successful candidates for will have demonstrated experience in 1 or more of these areas:

  • Health coordination, including internal coordination with health specialties (e.g. immunization & MNCH) as well as external coordination, oriented to effectively engage expertise in non health sectors, particularly WASH, nutrition, & / or SBC.

  • Demonstrated experience with MNH (Maternal Newborn Health), including strategies to prioritize interventions using the interagency work group on sexual & reproductive health using MISP.

  • Experience with advancing newborn care both at community & facility in complex contexts.

  • Demonstrated experience in ensuring child health, both at community level (iCCM) & referral care for acute & chronic conditions.

  • Demonstrated experience in routine & / or campaign immunization activities, planning, implementation & monitoring of results.

  • Demonstrated experience in responding to disease outbreaks (PHE), including risk assessment, planning / coordination of response, organize of case management, monitoring.

  • Demonstrated expertise in programming for vector borne diseases including (but not limited) malaria / dengue / zika / chikungunya.

Language requirements:

  • Fluency in English is essential.

  • Knowledge of other languages would be advantageous especially French & Arabic.
