Introduction

The position is located in the ILO Bureau for Workers’ Activities (ACTRAV) at the ILO HQ in Geneva.  ACTRAV consists of a Bureau at ILO HQ and network of field-based Workers’ Specialists in the different regions.  Its principal work is to manage the relationship between the ILO and Workers’ Organizations so that there is mutual understanding, shared values and a desire to work together.  Through its programme of work aligned with the ILO Programme and Budget, ACTRAV seeks to strengthen the Workers’ Organizations institutional capacity so that they are more representative and can increase their value to their members and potential members.  This work also enhances social dialogue in the countries concerned.
The ACTRAV Deputy Director will work closely with the Bureau Director in the general management of the global team.  Together with the ACTRAV Director, the incumbent will assist in the internal management including financial and administrative procedures, strategic programming and human resource development, and operations of the global programme designed to strengthen Workers’ Organizations at different levels who are the ILO constituents.
The incumbent will also be a senior level interface between the Office and the workers’ constituents who form part of the governance structure of the ILO (GB) and the workers’ group secretariat. 
The incumbent will report to the Director of the Bureau.

Description of Duties


1.    Provide support to the Bureau Director, in the establishment and appraisal of the ILO agenda relating to the institutional capacity building of Workers Organisations.  Co-coordinate the drafting of programme and budget proposals highlighting the priorities of the Bureau and ensuring inputs from the wider team.   Together with the Bureau Director, provide guidance to Bureau staff in implementing the priorities and reporting of results achieved.
2.    Together with the ACTRAV Director, provide managerial leadership for all the functions of the Bureau and support staff especially in the establishment and appraisal of workplans, objectives and action plans aligned with the Programme and Budget priorities, ensuring timely delivery and quality results.
3.    Support the Bureau Director with the management of the Bureau-wide recruitment, selection and other HR functions in coordination with HRD.  In addition, guide Bureau staff on HR issues including career development aligned with the policies and requirements of the Office.  Assist in planning and organising the global staff retreat.
4.    Together with the ACTRAV Director, supervise the effective use of funds available to the Bureau to achieve results through effective integration of resources in line with existing policies and procedures.
5.    Support the Bureau Director in monitoring the work of the HQ Desk Officers to manage and support the design, implementation and backstopping of field specialists workplans.
6.    Together with the ACTRAV Director, provide leadership and guidance to staff in the global team.  Ensure effective coordination and coherence with field offices and the overall quality of the Office’s work regarding the institutional capacity of Workers’ Organizations.
7.    Plan and coordinate the Bureau’s inputs to the International Labour Conference and the Governing Body sessions.
8.    Represent the Office at high level international, regional meetings and conferences.
9.    Perform other duties, as required.

Desirable Profile

The set of qualifications below are indicative of the type of experience, education and competencies expected for this position.

Education

Advanced university degree in one of the following areas: business administration, economics, social sciences, law, or other relevant field.  A first level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least fifteen years professional experience, including experience at the international level, in the field of management and strategic programming.  Experience working in a representative Workers’ Organization is an advantage.

Languages

Excellent command of English and a working knowledge of a second working language (French, Spanish) of the Organization.  Candidates without a second language will be required to develop a working knowledge during the first two years of employment.

Competencies

In addition to the ILO core competencies, this position requires:

Strong interpersonal skills, tact, discretion, confidentiality and diplomacy. Demonstrated sound political judgment and capacity to work well in a tripartite environment.  Decision making skills and excellent problem-solving skills.  Excellent drafting and communication skills with the ability to represent the Bureau in various settings and fora.  The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
