The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work in the OSCE Mission to Serbia’s Media Legislation Section of the Media Department.

Tasks and Responsibilities

Under the supervision of the National Legal Officer, the incumbent provides programmatic and administrative support for the implementation of the Project aimed at supporting the creation of a sustainable environment for media development and for further digitalisation of society in the Republic of Serbia. Namely, the incumbent is responsible for:

1.Conducting background research and collects data, using a variety of information sources, on different aspects of the media legislation (laws, by-laws, strategies) and its implementation as well as drafts written documents on the basis of the research conducted, including project proposals, planning documents, project summaries, project and activity reports (both thematic and periodic) and training materials;

2.Carrying out specific programmatic or operational/control tasks for project implementation, maintains record of programme activities and projects with indicators of performance and budget expenditure, as well as drafts notes, summaries, reports, bi-weekly inputs, media advisories and other documents related to the Media Legislation section;

3.Maintaining regular contact with partner organizations, experts, civil society, state institutions and international organizations working in the area of media in Serbia, to exchange information and reports thereon and to organize meetings and joint activities;

4.Providing translation of various materials including legal texts, research papers and analyses from English into Serbian and vice versa relevant for the Media Legislation section's activities;

5.Co-ordinating logistical and administrative requirements for specific projects and activities and submits Purchase Requisitions (PRs) through IRMA Oracle system;

6.Preparing, reviewing and processing all administrative forms needed for the organization of specific projects and activities, including Special Service Agreements, Official Travel Authorizations, Travel Claims, Transport Requests, Travel Reimbursement Requests, Purchase Requisitions, interoffice memoranda, Implementing Partner Agreements etc. To that end, co-operates closely with the Fund Administration Unit on behalf of the section and Head of Department;

7.Performing other duties as required. 

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;
  • Secondary education supplemented by post-secondary studies or training in social studies, administration or languages
  • Minimum (4) four years of relevant working experience in project planning and implementation;
  • Familiarity with the current media landscape in Serbia;
  • Demonstrated ability to conduct research and collect information from a variety of sources, using different methods;
  • Excellent written and spoken communication skills in English and Serbian;
  • Computer literate with practical experience in Microsoft applications;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is approx. EUR 1,504.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
