General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
  • Ability to read and utilize maps
  • Ability to perform first aid.

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Police administrative courses in relevant field and specialized subject area.

 

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area.

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Proven experience in working for a recognized law enforcement agency in diverse roles that would include: border management and security; complex criminal investigations (with particular emphasis on transnational threats, cross-border issues and organized crime) and counter terrorism;
  • Proven work experience in project management, in particular researching, identifying, designing, implementing, monitoring and evaluating specific projects and/or activities with a focus on transnational threat mitigations; 
  • Proven experience in conducting risk and needs analysis in the relevant fields, at the operational and strategic levels;
  • Proven experience with liaison and collaboration with international law enforcement agencies; international and regional Intergovernmental Organizations, Non-Government Organizations and independent experts related to preventing and combating transnational threats, border management and security; complex criminal investigations (with particular emphasis on transnational threats, cross-border issues and organized crime) counter-terrorism;
  • Advanced problem-solving and decision-making skills and ability to work with own initiative and minimum supervision, including proven facilitation, training, coaching, mentoring and mediation skills;
  • Professional fluency in English and effective oral and written communication and presentation skills;
  • Computer literate with practical experience with Microsoft applications;
  • Flexibility and ability to multi-task, work under pressure and within limited timescale;
  • Cultural sensitivity and judgment with ability to establish and maintain effective working relations with people of different national and cultural backgrounds, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Desirable:

  • Previous working experience within an international organization and/or field mission working on the reform of the police or other state instruments of security, particularly in implementation and management of policing in the wider field of security programs with a focus on transnational threats;
  • Knowledge of the local language or most common lingua franca spoken in the mission area.

Tasks and Responsibilities

Under the overall guidance of the Chief of the Police Development Unit and direct supervision of the Senior Police Adviser (Transnational Threats), the incumbent is responsible for:

  1. Providing recommendations to the Mission’s, Department’s and Unit’s leadership on the analysis, development, and implementation of policing or other law enforcement capacity building programs/projects in the area of transnational threats to include: border management and security; complex criminal investigations (with particular emphasis on transnational threats, cross-border issues and organized crime) and counter terrorism;
  2. Assisting the Ministry of Internal Affairs and other national counterparts in identifying and analyzing problems/needs/risks, as well as improving strategies, policies and practices in the area of transnational threats proposing appropriate initiatives, plans, projects and courses of activities to address them;
  3. Promoting and facilitating national and international coordination and cooperation among all the relevant authorities and agencies involved in capacity building and other assistance project work in countering transnational threats;
  4. Participating in the delivery of training, coaching and mentoring to national law enforcement trainers or other relevant staff on countering transnational threats;
  5. Where relevant to the subject of transnational threats, assisting counterparts in identifying and analyzing emerging security issues; preparing early warning reports; and assisting counterparts in developing and implementing appropriate action plans, projects and outreach programs, including monitoring and mentoring;
  6. Organizing, facilitating or participating/representing the Mission in various events aimed at improving capacities to address existing transnational threat mitigations with an emphasis on related problems and challenges;
  7. Coordinating activities with relevant international partners to prevent duplication and overlapping; cooperating with neighbouring OSCE missions for promoting the regional approach while providing assistance in various aspects associated with countering transnational threats;
  8. Ensuring that human rights standards, principles of police ethics, gender mainstreaming and other internationally recognized standards are considered and incorporated in all his/her activities;
  9. Performing any other related work as assigned.
