Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.  

Information and Communications Technology Services (ICTS) Section is responsible for the delivery of Information and Communications Technology (ICT) in support of the core business of the OSCE. This includes the management, operation, implementation, support, and maintenance of ICT projects, systems, and infrastructure and the delivery of ICTS support services to the Secretariat. ICTS provides corporate ICT services, ICT policy guidance, and support to all OSCE Institutions and Field Operations. The Section consists of four units: Infrastructure Operations Unit, Services and Support Unit, Functional Support Unit, and Software Development Unit. It comprises 34 staff members.

Tasks and Responsibilities:

Under the supervision of the Chief, ICT Functional Support and the overall guidance of the Deputy Director, Head of ICTS, as Senior ERP Applications Assistant you will be responsible for providing functional support to the OSCE’s Enterprise Resource Planning (ERP) system. The OSCE's ERP system is Oracle E-Business Suite (EBS), currently running R12.2.

You will be a member of the ICTS Functional Support Unit (FSU), which is responsible for the delivery of ERP services to over 2,700 OSCE personnel in 18 field missions and institutions.

More specifically, you will perform the following duties:

  1. Providing second-level ERP functional support in the areas of finance, budget, and projects/grants accounting, responding to and resolving incidents and service requests in a professional manner and according to the defined service-level agreements (SLAs); supporting users directly with incidents and service requests; conducting root-level analysis of reported issues, providing workarounds or implementing permanent fixes, co-ordinating issue resolution with colleagues and vendors, and tracking and escalating issues as needed;
  2. Gathering, documenting, and analysing the ERP system requirements of user representatives and other stakeholders; aligning user requirements with technical options, and proposing functional designs for affordable and fit-for-purpose technical solutions;
  3. Developing ERP solutions according to agreed designs, functional requirements, and applicable standards. Implementing ERP change requests (new features, new RICEFW (Reports (R), Interface (I), Conversion (C), Enhancements (E), Forms (F) and Workflow (W) components, configuration settings, and modifications to existing features) in accordance with ICTS standards and the FSU work plan;
  4. Co-ordinating and executing the manual and automated testing of ERP systems; co-ordinating User Acceptance Testing activities with user representatives; writing test documentation such as test plans, scripts, and reports;
  5. Co-ordinating and performing the deployment of ERP updates and patches according to ICTS standards;
  6. Managing FSU projects in accordance with ICTS standards (PRINCE2, agile); writing and maintaining project documentation including business cases, project plans, risk/issue registers, and status reports;
  7. Co-ordinating operational support and project activities with ICT colleagues and external vendors;
  8. Writing and reviewing technical and user documentation for ERP solutions, including functional design documents, user guides, deployment instructions, and Standard Operating Procedures (SOPs);
  9. Supporting business units with business process re-engineering activities;
  10. Managing communications with the OSCE-wide ERP "Super Users Network" and the main business stakeholders of the ERP system, and assisting in demand management and planning;
  11. Performing other duties as required.

Necessary Qualifications:

  • Completed secondary education supplemented by formal studies in computer science, information systems, systems engineering, or another technology-related field;
  • A minimum of six years of Oracle EBS functional experience in the finance, accounts and treasury domains, including experience of PL/SQL development in an Oracle EBS environment and knowledge of the data-structures of these EBS domains;
  • A minimum of six years of experience in the implementation and post go-live support of an Oracle EBS system, of which more than two years' experience shall be with Oracle EBS Release 12;
  • Experience in planning and executing ERP functional testing activities;
  • Experience in the planning, testing, and co-ordination of Oracle EBS functional patching and upgrades;
  • Experience managing and/or participating in ICT projects that use a project management methodology like PRINCE2, Project Management Institute (PMI) and/or agile methods; PRINCE2 certification is desirable;
  • Experience with Oracle iSupport, Assyst, Jira, Confluence, and SharePoint is desirable;
  • Specific experience in Oracle EBS modules for Project/Grant Accounting, Budget, GL, and AP/AR is desirable;
  • Experience with Oracle PBCS/Hyperion, Taleo, HCM, and Fusion technologies are desirable;
  • Experience with OBIEE, EIS/SplashBI, and Oracle HRMS modules is desirable;
  • Experience with Oracle EBS developer tools such as Forms, Report, and WF is desirable;
  • Excellent written and oral communication skills in English; working knowledge of another OSCE language is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work under minimal supervision;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity. 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is around EUR 5,090 (12 times a year) depending on family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
